File Note: It is submitted that the industry is small scale orange category unit. B. The industry has applied for fresh consent to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for manufacturing of Mentha Oil @ 180 Kgs/day and Maize @ 45 TPD and for Boiler @ 12 TPH using Agro Waste as fuel and domestic effluent @ 0.3 KLD. The industry was visited by the office of the Board on 31.12.2025 and it was observed as under: - 1. The industry was not in operation. The industry representative informed that the unit is operating only 15-30 days in a year (in season). 2. The industry has installed 01 no. boiler of capacity 12 TPH provided with cyclone separator as APCD. The industry is using Agro Waste as fuel in the boiler. 3. The industry has installed 01 no. D.G. set of capacity 65 KVA with canopy and adequate stack height. 4. The industry has provided septic tank for treatment of domestic effluent, which is being discharged onto land for plantation. 5. The industry has provided plantation along with boundary wall. 6. The industry has provided adequate sampling arrangement with the boiler. 7. The stack emission sample of the boiler could not be collected as the industry was not in operation. 8. The industry has submitted building plan approved by the Competent Person. 9. The industry has submitted register deed as a proof of date of commissioning i.e., 16.06.2014. 10. The industry has submitted DTP certificate vide letter no. 1606 dated 22.05.2013 issued by the DTP, Ludhiana. As per DTP certificate, the site is located in where the master plan is yet to be prepared and the mentha plant is allowed to operate at the said location. Also, the industry has submitted distance certificate mentioning the distance from Phirni/Lal Lakir/MC limit/Pucca Hosues. As such the site is suitable for such type of the industry. 11. ………………….The industry is complying with the provisions of the Water Act, 1974 as it has proposed adequate to discharge and treat domestic effluent generated from the premises. ……………..However, the industry has failed to submit any proposal/feasibility regarding the adequacy of APCD provided on the boiler to achieve revised emission standards as per Moef & CC notification dated 16.05.2023 as such not complying with the provisions of the Air Act, 1981………………. In view of above, it is recommended as under:…………. 1. Consent to operate under the Water Act, 1974 be granted to the industry for a period upto 30.06.2026 (adequacy of CTO fee), subject to the suitable conditions and specific as under: A. The industry shall comply with section 79 of the Punjab Regional Town Planning & Development Act, 1995 and shall be liable to re-locate its unit to suitable location as provisions of Said Acts……… 2. Show cause notice for refusal to consent to operate under the the Air Act, 1981 may be issued to the industry due to above said violations with advise to file reply within 07 days…………..
