File Note: • It is submitted that the project proponent was granted consents to operate under Water Act, 1974 & Air Act, 1981 on 18.10.2021, valid upto 31.12.2025, respectively for storage of wheat @ 25000 MT in two no. silos of capacity 12500 MT each……………. • The PP has now applied for renewal of consents under Water Act, 1974 and Air Act, 1981 through OCMMS on 19.12.2025……………….. • The PP has submitted compliance of previous consents to operate conditions…………. • The PP has deposited consents fee Rs 1,20,000/- under Water Act, 1974 & Air Act, 1981, each, which is adequate for 05 years…………….. • The site of project was visited by EE along with JEE of RO, FDK on 24.12.2025 and it was observed that:- 1. The unit was in operation during visit, however the machinery/process was not in operation and only office section was operational……….. 2. The company has constructed two no. silos of capacity @12,500 MT each for storage of wheat (Total capacity 25000 MT). Raw material (wheat) was found stored in the silos. There are two intermediate 02 no. small silos for grain transfer and loading to racks………….. 3. The company has provided a pulse jet Bag House Filter as APCD to contain the dust emissions generated during unloading of food grains, which is equipped with adequate stack height and sampling arrangements. The promoter company has provided proper arrangements for collection of dust from bag filters using screw conveyor…………. 4. The representative of the project informed that the loading of the silos for Wheat grain only occurs for 15-20 days in a year during the wheat harvesting season. Rest of the year, only rail racks are loaded from silos as per orders from FCI………….. 5. The industry has a lab section wherein raw wheat testing is done before loading of wheat in silos. No effluent/emissions are generated from the lab as the tests are carried out are moisture test and sieving tests………… 6. The industry has an office section wherein domestic effluent is generated from staff of 10 people. The company has provided septic tank for treatment of domestic effluent (1.6KLD) generated from the premises with outlet of the same onto land for plantation along the boundary and green area in the premises…………… 7. The company has installed two no. DG set of capacity 380 KVA and 25 KVA with canopy and adequate stack heights……………… 8. There is no other source of emission / effluent that will be generated from the industry premises and the company is complying with the provisions of the Water Act, 1974 & the Air Act, 1981……………. • RO has reported that the silo is complying with the provisions of Water Act, 1974 & Air Act, 1981 and all conditions of earlier consents granted to the industry. RO has recommended for grant of consents for 05 years……… • It is further submitted that as per new categorization, the industry is large scale green category unit with category code 15.0 (facility of handling, storage and transportation of food grains in bulk) and the competency to decide the case lies with CEE (B)………….. • It is further added that the site of industry falls in wholesale and warehouse zone as per notified master plan of Kotkapura, hence the site is suitable for operation of silo…………… Keeping in view of above, may if approved, consents to operate under the Water Act, 1974 and Air Act, 1981 may be renewed to the company for a period upto 31.12.2030, subject to the following special conditions: - 1. The industry shall comply with the zoning regulation of Master Plan….. 2. The industry shall submit operational schedule of unit to the Regional Office, Faridkot, 07 days prior to operation of unit, so as to enable the Board to collect emission samples…….. 3. The industry shall operate the pollution control devices regularly & scientifically so as to achieve the prescribed standards………… 4. The industry shall provide separate energy meter with APCD and shall maintain its record on daily basis………… 5. The industry shall obtain permission from Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it ……………. 6. The industry shall install water meter at fresh water supply and shall maintain its record on daily basis…………. 7. The consent to operate is granted by the Board from the pollution angle only. The industry is bound to obtain necessary statutory clearances from other concerned departments, as required…………… 8. The industry shall not generate any trade effluent from the laboratory………… 9. The industry shall ensure that there is no pollution/nuisance in the vicinity with the operation of the industry…………… 10. The industry shall not increase its land area & capacity of silos without obtaining prior written permission from the Board…………………………. Competency : CEE (Green : Large)
