It is submitted that the subject cited mall cum multiplex was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/PTA/2024/26520923 dated 04/09/2024 and under the Air Act, 1981videno. CTOA/Renewal/PTA/2024/26520513 dated 04/09/2024, both were valid upto 30/06/2025 subject to certain conditions as mentioned therein.
Now, the project proponent has applied for renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 alongwith requisite documents through OCMMS.
The project proponent has deposited Rs. 282500/- vide RTGS No. UTIBN62025092382322329 dated 23.09.2025 as water consent fee and Rs. 282500/- vide RTGS No. UTIBN62025092382320699 dated 23.09.2025 against the fixed assets of Rs. 201.18 crore as on 30.06.2025 dated 09.09.2025, which is adequate upto 30.06.2026 after deducting 25% penalty charges (Calculated on the basis of gap period for which the industry failed to submit or resubmit the application after expiry of the consents as per Board's office order no. 484 dated 13.09.2021) and Rs. 10800/- as NOC regularization for increase in the value of fixed assets amounting to about Rs. 3 Cr, which is adequate.
Accordingly, the mall was visited by AEE of this office on 05.01.2026 to verify the contents of consent application. During visit, it was observed that:-
1. The project proponent has provided STP for treatment of domestic effluent generated from mall / multiplex and kitchen waste and same was in operation during visit.
2. The project proponent has provided STP based on FAB Technology and treated effluent is being utilized for plantation propose as well as excess is being discharged into MC sewer.
3. The project proponent has maintained record of fresh water consumption, water effluent generation and electricity consumption of STP. The same was found in order.
4. The project proponent has installed 3 no. D.G sets of the capacity 750 KVA, 1500KVAand 1500 KVA (standby) with canopies and stack of adequate height.
5. The mall has provided compost pits for treatment of wet waste and made an agreement with vender M/s Mukeem Shah Scraps Store, Rishi Colony, Patiala for collection of plastic, multilayered plastic and paper waste.
The project proponent has also submitted compliance report of conditions of consents earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981.
The mall is complying with the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act,1981.
In view of above, may if approved, consent to operate under Water (Prevention& Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act,1981 granted to the promoter may be renewed upto 30.06.2026 (upto adequacy of consent fee) with the conditions already imposed in the original consent letters.
