File Note: It is submitted that the subject cited establishment is a proposed residential plotting colony and Project Proponent has applied for obtaining consent to establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 by the name and style of M/s Ananda Homez (Developed by Smt. Baljinder Kaur Walia), Village Jhill, Tehsil and District Patiala. The total project is having total area of 3.50 acres and is proposed to have 59 no. residential plots, 9 no. EWS, 17 Commercial Plots, 2 no. Community Centre of capacity 300 persons and Floating Population of capacity 188 persons of total population in total area of 4.0 acres. It has submitted a copy of License for setting up an Affordable Residential Plotted Colony namely "ANANDA HOMEZ”, on an area of 3.5 acres at village Jhill vide License no. 844/BLD dated 31.10.2025 issued O/o the Commissioner-cum-Competent Authority, Municipal Corporation, Patiala (Under Papra -1995). The project proponent has submitted copy of approved layout plan for the residential colony as approved by Municipal Town Planner, Municipal Corporation, Patiala showing the location of STP and proposed green area to be developed. Further, as per the latest directions of the Govt., the project proponent has also obtained CLU of the land for residential purpose alongwith the approval of layout plan, which has been conveyed vide letter no. PB/LOUT/PTA/PATIALA/1318 technically approved by the STP (field) on 15/10/2025 on E-Naksha Portal. The project proponent has deposited fees as under Rs. 8400/- vide Receipt no. 660434923 dated 08.12.2025 as NOC fee against the project cost of Rs. 500 lakh, which is adequate for one year under green category. Water Pollution As per the feasibility report submitted by the project proponent, the total fresh water demand will be around 142 KLD and there will be generation of 114 KLD of wastewater. The project proponent has proposed to install STP (MBBR Technology) of capacity 125 KLD consisting of Sewage Inlet  Screening, Oil and Grease Trap  STP Collection Tank cum Equalization Tank  Moving Bed Biofilm Reactor (MBBR)  Secondary Clarifier (Sludge Holding Tank  Sludge Drying Beds / Dewatering machine)  Disinfection System  Filter Feed Tank  Pressure Sand Filter  Activated Carbon Filter  Clear Water Tank (Ultra- Filtration, UV Treatment, To be reused in flushing) Treated Water to be used for Gardening. Water Requirement for Domestic Purposes: 142 KLD Generated waste water (@80 % of usage): 114 KLD Treated water from S.T.P.: 112 KLD (98% of generated wastewater). As per the proposal, out of 112 KLD of sewage to be generated in the premises, 50 KLD will be reutilized through dual plumping and remaining 60 KLD will be discharged into MC sewer and 2 KLD for sludge. The project proponent has also submitted a copy of provisional NOC issued by Municipal Corporation, Patiala regarding issuance of sewer connection for discharge of 65 KLD after treatment through STP. Air pollution The project proponent has proposed 1 No D.G set of capacity 125 KVA with canopy and stack of adequate height. Solid Waste Non-liquid domestic refuse (commonly known as municipal solid waste – MSW) will be generated by the complex. Average quantity of this waste will be @ 200 g/capita /day from residential facility. Thus, about 184 kg/day of MSW will be produced by the township. As per the proposal, the Management of solid waste includes as under:- Bio degradable or wet waste (45%). Will be converted into manure using Mechanical composter Non- Biodegradable or dry waste (53%) - Will be Handed over to authorized recycler as per SWM rules, 2016 Domestic Hazardous Waste (2%) - Will be disposed off to authorized vendor as per Solid Waste Management Rules, 2016 The proposed site of the colony was visited by the officer of this office on 05.01.2026. During visit, it was observed as under: 1. The site of the proposed residential colony is located at Vill Jhill, Patiala. 2. The project proponent has completed the work regarding laying of sewer line, electricity network, water line, road network etc. 3. The project proponent has not started the work for construction of proposed STP. 4. No construction activity pertaining to the project has been started. As per the boundaries of the site shown by the representative during visit, there is no air polluting industry falls within a radius of 100 m from the boundary of the project site and there is no MAH industry within a radius of 250 m radius from the boundary of the proposed site. It is pertinent to mention here that as per Department of Science, Technology & Environment and Non- Conventional Energy, Govt. of Punjab vide order no. 3/6/07/STE(4)/3770 dated 30/10/2009, the statutory master plan has been notified under the Punjab Regional and Town Planning and Development Act, 1995 (Amended) 2006, mixed land use or any other development/ construction which comes up as per the earmarked zone, in case of new residential/ commercial, there is no need to keep any additional distance from the existing industry from the environment point of view because these factors have already been considered while earmarking the use of land for different categories in the Master Plan, as per notification no. 6312 dated 11th August, 2009 issued by Department of Housing and Urban Development. Accordingly, on perusal of notified Master Plan, Patiala, the site of project proponent falls in the revenue estate of Village Jhill, which falls under residential zone as per Notified Master Plan, Patiala. Moreover, the layout plan has already been approved by the Municipal Corporation, Patiala as the site falls within MC limits. Hence, the site is suitable for residential project. It is also worth to mention here that the rice sheller namely Shiva Enterprises (formerly: M/s Shiva Rice Mills), located in the Tripuri Town area and perusal of the notified master plan of Patiala reveals that the whole area along and around the Tripuri Town area falls under the Residential area (HIGH DENSITY RD-1) as per the provision notified Master Plan of Patiala. Therefore, the industry is located is non designated area, as per the notified Master Plan of Patiala. Moreover, the proposed project is a residential colony and only plots will be sold by the promoter. Hence, the total area of the project is 3.5 acres with proposed total saleable area 9834.89 sqr yards (8223.15 sqm) approx., which is very much less than 50 Hectare (120 Acres)/built up area of 1,50,000 sq. mtr. Hence the project does not cover under the ambit of under EIA notification dated 14/9/2006. The competency for grant of CTE to such units lies with the Senior Environmental Engineer being construction project under Small Scale, Green category. In view of the above, it is recommended that consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 granted to the project proponent for one year with suitable conditions as per policy of the Board and some special conditions that: 1. The PP shall be bound to install sewage treatment plant (STP) of adequate capacity for treatment of entire wastewater to be generated from the colony. 2. The PP shall provide adequate plantation area for utilization of treated wastewater onto land for plantation. 3. The PP shall be bound to make arrangements to re-use the treated effluent for flushing purposes and/or for watering of green areas in the project premises. Only the surplus treated waste water shall be discharged into the MC sewer as per Board Office order no. 70 dated 07.11.2025. 4. The PP shall comply with all the terms & conditions of the License for setting up an Affordable Residential Plotted Colony namely "ANANDA HOMEZ”, on an area of 3.5 acres at village Jhill vide License no. 844/BLD dated 31.10.2025 issued O/o the Commissioner-cum-Competent Authority, Municipal Corporation, Patiala (Under Papra -1995). 5. The project Promoter shall provide provisions of dual plumbing for utilization of partial treated waste water in flushing purpose. 6. The PP shall comply with all the terms & conditions approved layout plan for the residential colony as approved by Municipal Town Planner, Municipal Corporation, Patiala. 7.
