File Note: The Project Proponent (PP) namely M/s SBP Housing (P) Ltd was granted 'Consent to Establish' /NOC for establishment of a residential colony (Group Housing) vide no. CTE/Fresh/PBIP/SAS/2023/2310465818 dated 18.12.2023, which is valid upto 16.11.2024 under the name of “SBP Housing Private Limited” (Project name: F Tower) in an area of 3.14375 Acres (25 Kanals 3 Marlas) in the revenue estate of village Birmi, Tehsil Ludhiana West, District Ludhiana. Thereafter the project was granted extension in validity of 'Consent to Establish' /NOC for establishment of residential colony (Group Housing) under the name of “SBP Housing Private Limited” (Project name: F Tower) in an area of 3.14375 Acres (25 Kanals 3 Marlas) in the revenue estate of village Birmi, Tehsil Ludhiana West, District Ludhiana with following special conditions:- (i) The validity of the Consent to Establish/NOC earlier granted to the project vide no. CTE/Fresh/PBIP/SAS/2023/2310465818 dated 18.12.2023, which was valid upto 16.11.2024 is hereby extended for one year i.e. upto 16.11.2025, subject to all terms & conditions as mentioned in the original CTE/NOC issued to the project. (ii) The project proponent shall comply with the conditions of environmental clearance under EIA notification dated 14.09.2006 from SEIAA, Punjab vide no. SIA/PB/INFRA2/449792/2023 dated 26.12.2023. (iii) The project proponent shall install Sewerage Treatment Plant (STP) of capacity 125 KLD based on MBBR Technology followed by UF for treatment of wastewater, in compliance to the EC granted to it. (iv) The project proponent shall develop its project strictly in accordance with the layout/ building plan approved by the competent authority vide no. 1620 STP(L)/LA -23 dated 08.11.2023. In case, there is variation in built-up area/green area/ any other details in layout plan approved by the competent authority (if at any stage), then the project proponent shall obtain fresh Consent to Establish from the Board Now, Project Proponent has applied for extension in validity of 'Consent to Establish' /NOC granted to it for establishment of residential colony (Group Housing) under the name of “SBP Housing Private Limited” (Project name: F Tower) in an area of 3.14375 Acres (25 Kanals 3 Marlas) in the revenue estate of village Birmi, Tehsil Ludhiana West, District Ludhiana. The Project Proponent has submitted request letter to grant extension in validity of 'Consent to Establish' /NOC. The project proponent has deposited Rs. 42,000/- vide receipt no. 533394135 dated 15.11.2025 as NOC extension fee which is adequate for one year for project report of Rs. 96.09 crores. ● The Project Proponent has submitted the compliance report of NOC Extension granted to it. ● The project proponent has obtained Environmental Clearance under EIA notification dated 14.09.2006 from SEIAA, Punjab vide no. SIA/PB/INFRA2/449792/2023. The Project was visited by the undersigned on 02/01/2026 and observations were as following:- 1. Construction work was ongoing at the site. As informed by the project representative, approximately 5% of the construction work has been completed, and the target date for completion is March 2029. 2. The project site has been covered along the boundary with steel sheets to act as a wind-breaking measure. 3. No RMC plant has been established at the site; the project proponent is using ready-mix concrete sourced externally for construction activities. 4. At present, construction of the raft foundation is in progress at a depth of approximately 40–50 feet. Keeping the above in view, it is recommended that extension in validity of ‘Consent to Establish’/NOC from Pollution angle be granted to the Project Proponent for establishment of commercial colony under the name of “SBP Housing Private Limited” in an area of 3.14375 Acres (25 Kanals 3 Marlas) in the revenue estate of village Birmi, Tehsil Ludhiana West, District Ludhiana, subject to suitable conditions along with following special conditions: 1) The project proponent shall comply with the conditions of environmental clearance under EIA notification dated 14.09.2006 from SEIAA, Punjab vide no. SIA/PB/INFRA2/449792/2023 dated 26.12.2023. 2) The project proponent shall install Sewerage Treatment Plant (STP) of capacity 125 KLD based on MBBR Technology followed by UF for treatment of wastewater, in compliance to the EC granted to it. 3) The project proponent shall develop its project strictly in accordance with the layout/ building plan approved by the competent authority vide no. 1620 STP(L)/LA -23 dated 08.11.2023.
