It is intimated that the industry is a small scale Red category washing unit and proposed business of Washing of Clothes @ 600 MT/year. The industry has not obtained Consent to establish/NOC and has directly applied for obtaining fresh Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Washing of Clothes @ 600 MT/year alongwith discharge of trade effluent @ 5 KLD & domestic effluent @ 0.3 KLD in which trade effluent being re-used after treatment through ETP + RO and RO reject water is being evaporated.
The industry had submitted copy of CLU certificate from District town planner, Ludhiana vide memo no. 2580/DTP(L)/M2A dated 23/09/2025 mentioning the site falls in industry zone as per Master Plan Ludhiana (2007-2031). The industry has also submitted layout plan signed by competent person registered with Director of factories.
The industry had submitted electricity bill as proof of date of commissioning of industry mentioning date of connection of electricity as on 14/02/2025.

The industry had already deposited Rs. 11615/- vide receipt No. 993445890 dated 19.11.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 9180 vide receipt no. 778130377 dated 19.11.2024 under the Air (Prevention & Control of Pollution) Act, 1981 after deducting the Application form fee, NOC fee and penalty fee is adequate upto 05/03/2028 under Water Act, 1974 and upto 18/04/2028 under Act, 1981 .
The industry was visited by the AEE of this office on 02.01.2026 and it was observed that:-
1. One number winch dyeing machine of capacity 250 KG has been installed by the industry.
2. ETP of capacity 5 KLD, components of which include: flocculator- tube settler, sump tank, sand filter, carbon filter, collection tank, RO (1000 lph) has been installed by the industry.
3. The industry has proposed to used RO reject and RO permeate in the process of washing. Hence, industry has proposed ZLD approach.
4. Industry has installed one pole dryer (2 poles).
5. One no. wood fired baby boiler of capacity 500 Kg/h has proposed by the industry.
6. Area of premises of industry is 375 Sq. yards.
In view of above, if approved, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry 1981 upto 30/06/2027 for Washing of Clothes @ 600 MT/year alongwith discharge of trade effluent @ 5 KLD & domestic effluent @ 0.3 KLD subject to suitable conditions along with special conditions that:
1. Industry shall install cctv cameras at stack, fuel feeding point and at
2. Industry shall provide covered area for storage of fuel and ash.
3. Indusrtry shall not use unauthorized fuel in its boiler.
4. Industry shall not emit black smoke from its stack.
