File Note: Previous Details of the project:- It is submitted that the project proponent was granted NOC/Consent to Establish by the Board vide no. ZO/SGR/2006/NOC/101 dated 25.08.2006 (which extended upto 30.06.2014) for the establishment of a residential colony in the name of New Sangrur Valley in an area of 7.03 acres having 70 no. residential plots, under the name of Grewal Construction (P) Limited by M/s Grewal Properties and Real Estate, Nankiana Chowk, Sangrur, subject to conditions mentioned therein. Thereafter, as per record file of this office, the site of the project proponent was visited several times by the officer of the Board on 30.03.2011, 20.04.2013, 14.08.2013, 18.10.2013 and 25.12.2013 and observed that residential project has completed the civil works of the roads, parks, water supply and residential houses have been constructed & in operation. As per record file, the project proponent was issued show cause notice along with personal hearing at ZO level on 28.05.2013 due to renewal of CTE obtained by the project proponent and as such, the project proponent was directed to submit a bank guarantee amounting to Rs. 1.0 lac as an assurance to extend the validity of CTE, construct & commission STP and to develop adequate plantation area for discharge of treated sewage. However, the project proponent had not obtained extended CTE, due to which, 25% bank guarantee of Rs. 1.0 Lac had been encased by the Board i.e. amounting to Rs. 25,000/-. The remaining bank guarantee in original amounting to Rs. 75,000/- has been kept in safe custody of the Board, which is expired at present. Thereafter, the project promoter failed to obtain Consents to Operate under the Water Act, 1974 from the Board. Proposal of the project: - Now, the project proponent has applied for obtaining Consent to Operate for 70 no. residential plots, in an area of 7.03 acres (for which CTE was obtained in the year 2006) under the Water Act, 1974 along with requisite documents. Fee Details: - The project proponent has deposited Consent fee amounting to Rs. 1,47,733/- (Consent fee + penalty fee + NOC regularization fee) vide R. No. 942101744 dated 15.10.2025, under the Water Act, 1974, against the value of total fixed assets amounting to Rs. 168.86 lacs, which is adequate upto 31.12.2029 under the Water Act, 1974, after deducting penalty fee for non-application of Consents to Operate fee. Water Disposal: - The project proponent has submitted technical report w.r.t treatment arrangements and disposal of wastewater generated by the residential colony. As per this report, the project proponent shall generate 113 KLD of wastewater at 100% occupancy, out of which 47 KLD of treated wastewater shall be reused for flushing purpose in the colony, 20 KLD in parks and rest 46 KLD will be discharged onto land for plantation in a common plantation area of 2 acres taken on lease by the project promotor (common plantation area for discharge of effluent with other residential project namely Sangrur Valley of the same project promotor). STP Details:- The project proponent has installed common STP inside the premises of the residential colony in its own area, common with its sister-concern residential colony namely M/s Sangrur Valley. The other colony will generate combined sewage of 166 KLD and this project shall generate 113 KLD of wastewater (total 256 KLD), at 100% occupancy in both the colonies. Moreover, at present, there are total 60 no. houses occupied in both colonies(30 no. residential houses in Sangrur Valley colony and 30 no. residential houses in New Sangrur Valley colony), which are consuming 121 KLD of fresh water, for which, wastewater generation is 97.2 KLD. Accordingly, the project promotor has provided a common STP of capacity 100 KLD, which is adequate for the treatment of wastewater generated from 60 no. houses (of both the colonies). The project promotor has also submitted that same will be upgraded in future as per requirement. Solid Waste Details:- The project proponent will generate 367.5 kg/day of solid waste, from which 220.5 kg/day of solid waste will be organic waste, 73.5 kg/day will be recyclable waste and 36.8 kg/day will be inert waste. As per feasibility report/technical report, the project proponent has developed 02 no. honeybee composting pits to make manure from organic waste and recyclable waste will be lifted by the authorized recycler. Site Plan: - The project proponent has submitted site -cum- building plan duly approved by Chief Town Planner, Patiala, Department of Housing and Urban Development, Govt. of Punjab vide no. NSVS/01 dated 01.04.2006 for 70 no. residential plots in an area of 7.03 acres (for which CTE was obtained). Visit:- To verify the application details, the site of the residential colony was visited by the undersigned on 02.01.2026 and Sh. Vishnu, representative of the residential colony was contacted. During visit, it was observed as under: - 1. The site of project proponent is located at Dhuri-Sangrur Road falling in the revenue estate of Vill. Akoi, Tehsil and Distt. Sangrur outside MC limits of Sangrur and has been constructed as per CTE/NOC obtained by it. 2. A boundary wall has been constructed along the periphery of the residential colony. 30 no. houses have been occupied out of the total 70 no. plots and remaining plots were found vacant. 3. The project proponent has provided common STP of capacity 100 KLD with its sister concern colonies namely M/s Sangrur Valley, inside its premises in its own land, which is adequate in principle having following components: - Screening chamber  collection tank  Aeration tank (01 no.)  Settling tank (01 no.)  dual plumbing line/green area for disposal/plantation area of 2 acres (taken on lease). 4. The STP was observed to be in operation, however, flow meter is yet to be provided at the outlet of STP. 5. The project proponent has made arrangements for dual plumbing for reuse of treated sewage and has provided own plantation area of approx. 2 acres with its sister concern colonies namely M/s Grewal Construction (P) Limited and M/s Sangrur Valley, which is adequate for the current accommodation. 6. The project proponent has provided 02 no. compost pits near the STP for treatment of bio-degradable solid waste generated by the residential colony. From above, it is clear that the project proponent is complying with the provisions of the Water Act, 1974. Recommendations: - In view of above, it is recommended that the project proponent shall be granted fresh consent to operate under the Water Act, 1974 for 30 no. residential houses only for a period up-to 31.12.2029 with suitable conditions as per policy of the Board along with additional condition that the residential colony shall provide flow meter at the outlet of common STP within 3 days and will not allowed any more sale registrations deeds until STP of full capacity of 260 KLD is installed by the promotor.
