File Note: It is submitted that M/s Naseeb Industries, Village Malmazara, P.O. Chaggram, has applied for Consent to Establish (CTE/NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for the proposed establishment of a drinking water purification and bottling unit. The applicant has deposited a consent fee of ₹4,200/- vide Receipt No. 339414778 dated 08.12.2025 towards CTE fees. The unit was visited by the undersigned on 05.01.2026 in reference to the above-mentioned application and the observations are as under: 1. The site was found to be under construction, and the boundary wall was under erection at the time of visit. 2. The site abuts the village road connecting Chaggram to Malmazara. 3. The proposed unit site is located at a distance of approximately 60 meters from the Kandi Canal distributary. 4. An overhead water reservoir was observed at a distance of approximately 160 meters from the proposed site. 5. No cluster of 15 pucca residential houses was observed within a radial distance of 100 meters from the proposed site. It is also pertinent to mention here that during scrutiny of the application, it was observed that the unit had initially proposed disposal of wastewater/RO reject into rainwater harvesting pits, which was found to be not permissible, as rainwater harvesting structures are meant exclusively for harvesting clean rainwater and cannot be used for disposal of industrial wastewater. In response, the unit submitted its clarification proposing a recycling-based wastewater management approach, wherein RO reject water shall be routed through a second-stage multistage filtration system and recirculated back into the RO unit to enhance water recovery and reduce fresh water consumption. The unit has further proposed reuse of the remaining treated wastewater for non-consumptive purposes such as toilet flushing, floor/machine washing, cooling towers, and irrigation of non-edible plantation. The feasibility and adequacy of the proposed wastewater management system shall, however, be subject to verification at the time of commissioning and during operation. In view of the above, it is recommended that M/s Naseeb Industries may be granted Consent to Establish (CTE/NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, subject to compliance with the following special conditions: 1. The unit shall install and operate the RO-based water purification system along with second-stage filtration and recycling arrangement strictly as proposed. Any modification in the system shall be undertaken only after obtaining prior approval of the Board. 2. Under no circumstances shall RO reject, wash effluent, or any industrial wastewater be disposed of into rainwater harvesting pits, storm water drains, open land, or allowed to percolate into the ground. 3. Reuse of treated wastewater shall be permitted only for non-consumptive purposes such as toilet flushing, floor/machine washing, cooling towers, and irrigation of non-edible plantation, and shall not cause soil or groundwater contamination. 4. The unit shall maintain a proper water balance, including fresh water intake, RO recovery, recycled quantity, and final wastewater generation, and maintain records of the same. 5. Rainwater harvesting structures, if provided, shall be used exclusively for harvesting clean rainwater and not for disposal of any wastewater. 6. The unit shall comply with all applicable provisions of the Water Act, 1974, Air Act, 1981, and directions/guidelines issued by the Punjab Pollution Control Board and CPCB from time to time.
