File Note: It is submitted that the point wise replies of the observations are as given please:- 1. The residential colony was visited by the undersigned on 07.11.2025. There are no constructions such as buildings, roads, sewers etc have been constructed at site. Only temporary offices have been established and front area of housing colony has been developed at entrance. 2. The project proponent has informed that the proposed site for their project is located at VPO Talwara, Hadbast no 149, Tehsil Ludhiana West, Ludhiana falls within the Mix Land Use Zone/Area as outlined in the notified Master Plan of DTP office at Ludhiana. The establishment of their project is permitted within this zone, as per applicable regulations and guidelines. The project proponent has also submitted that due to a clerical mistake resulting in oversighting in the previously submitted undertaking, wherein it was mentioned that the site is located in a designated industrial zone. It is penitent to mention here that the housing colony was earlier granted CTE for 120 plots at this site. Further as per point No. 7.3 of the report of ATP, it has been mentioned as under:- “ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ ਲੁਧਿਆਣਾ ( 2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਲੁਧਿਆਣਾ-ਹੰਬੜਾਂ ਰੋਡ ਤੋਂ 500’ ਤੱਕ ਪੈਂਦਾ ਹਿਸਾ ਮਿਕਸ ਲੈਂਡ ਯੂਜ ਅਲ਼ਾਗ ਰੋਡ ਫਰੰਟ ਜੋਨ ਵਿੱਚ ਅਤੇ ਬਾਕੀ ਬਚਦਾ ਹਿੱਸਾ ਰਿਹਾਇਸ਼ੀ ਜੋਨ ਵਿੱਚ ਪੈਂਦਾ ਹੈ। ਯੂਨੀਫਾਈਡ ਜੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨ ਐਂਡ ਡਿਵੈਲਪਮੈਂਟ ਕੰਟਰੋਲ ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਇਨਾਂ ਜੋਨਾਂ ਵਿੱਚ ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀ (ਪਸਾਟਡ) ਆਗਿਆ ਯੋਗ ਹੈ।“ Hence the site is suitable for the establishment of this project. 3. As per this approved layout plan, there will be 123 plots, 01 Community Centre, 01 School & 01 EWS site. Total ground floor area of the plots will be 76852.64 square yard (691673.76 square feet or 64,281.95 square meters) and considering the FAR ratio of 2.1, total built up area of the project will be 1,34,992. The project proponent has already attached approved layout plan of GLADA. 4. Point wise replies of the SCN vide letter No. PPCB/SEE/ZO-2/LDH/2025/7485 dated 24.12.2025 as submitted by the project proponent is attached herewith. 5. The total water consumption of the project is 344 KLD. The total effluent generation will be 275 KLD. The project proponent has submitted feasibility report of STP (275 KLD). Approximately 92 KLD will be reused in flushing, green area and around 183 KLD discharge onto land for irrigation/plantation as per karnal technology. The detailed calculations regarding water consumption and effluent generation has already been given at page No. 3-4 of reply submitted by the project proponent. 6. The project proponent has attached ownership documents of 2 acres of agriculture land designated for Karnal technology and their respective Khasra no. are 38//1/2- 10- 11- 12/2- 19/1- 20/1- 39//4/2- 5/2- 6- 7- 14- 15- 16/1- 17/1- 31//14/2- 15/2- 16- 17- 24-25- 32//20-21- 38//1/1- 39//4/1- 5/1 in addition to the disposal on to land for plantation in parks of area 17935.48 Sq Yds. 7. STP letter No. 724/STP(L)/LA-23 dated 06.06.2024 has been mentioned in the approved layout plant of GLADA. The same is already attached with the documents section. Since, the reply submitted by the Project Proponent is adequate the case is submitted for with same recommendations as earlier please.
