It is respectfully submitted that the point-wise clarifications raised by the Environmental Engineer, Zonal Office Bathinda, are furnished as under:–
1. The applicant has submitted a revised report duly signed by the Tehsildar, dated 06.01.2026, which is reproduced as under:
“ਇਹ ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ M/s Verde Fuel Private Limited, ਜਿਲ੍ਹਾ ਸ੍ਰੀ ਮੁਕਤਸਰ ਸਾਹਿਬ ਵਿਖੇ ਖਸਰਾ ਨੰਬਰ 1/2(2-1), 10/2(7-4), 11(8-0), 20/1(1-15) ਵਿਚ ਲਗਾ ਹੈ ਜੋ ਕਿ ਪਿੰਡ ਤਾਮਕੋਟ ਦੇ ਰਕਬੇ ਵਿਚ ਪੈਂਦੀ ਹੈ। ਇਸਦਾ ਕੁੱਲ ਰਕਬਾ 19 ਕਨਾਲਾ 0 ਮਰਲੇ ਹੈ। ਇਹ ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਇਸ ਰਕਬੇ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਕਿਸੇ ਵੀ ਮਿਉਂਸਿਪਲ ਕਮੇਟੀ ਦੀ ਹੱਦ, ਪਿੰਡ ਦੀ ਫਿਰਨੀ/ਲਾਲ ਲਕੀਰ ਅਤੇ ਕਿਸੇ ਵੀ ਸਰਕਾਰੀ ਅਦਾਰੇ ਤੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਜਾਂ 15 ਪੱਕੇ ਮਕਾਨ ਨਹੀਂ ਆਉਂਦੇ ਹਨ ਜੀ।”
2. The applicant has submitted a revised feasibility report and undertaking dated 06.01.2026, wherein it has been stated that a septic tank shall be provided for the treatment of domestic effluent generated from the kitchen and toilet sections. The treated effluent shall be disposed of onto land for plantation purposes only.
3. As per the report received from the Revenue Authority and field verification, the site is located outside the Municipal Council limits. Further, the applicant had intimated regarding correction to be made in the application form submitted via mail on 30.12.2025, and the same has been amended on 01.01.2026.
4. As per field verification conducted by the undersigned, no constructional activity has been commenced at the site. The requisite amendment has been made in the application form through the computer section (copy attached).
5. As per the revised feasibility report and the process flow chart of the Biomass Pellet Plant, the applicant has proposed to install a cyclone separator followed by a bag filter house with dryer.
6. The applicant has submitted detailed drawings along with the number and capacities of machinery proposed to be installed within the premises, which are as under:
a. Enclosed Shredder – 1 No. (5–7 TPH)
b. Dryer – 1 No.
c. Hammer Mills – 2 Nos. (2.5–3 TPH each)
d. Cyclone Separator followed by Bag Filter House – 2 Nos. (210 bags in each bag filter house)
e. Dust Collection Hopper – 2 Nos.
f. Pellet Press – 2 Nos. (2.5 TPH each)
7. As per the revised feasibility report and undertaking submitted by the applicant, raw paddy straw shall be fed into a fully enclosed, slow-speed shredder. The shredder performs only cutting and size reduction and operates at low speed with high moisture content of straw. Owing to the enclosed construction, dust generation is minimal and negligible. No cyclone separator or bag filter has been proposed at the shredder outlet, as the material remains in coarse form. The shredder operates under natural draft conditions without any forced air movement.
8. The applicant has submitted an undertaking, which states that the total paddy straw to be utilized as raw material shall be 2,40,000 quintals per year (24,000,000 kg/year) for the production of 5 TPH non-torrified biomass pellets. The plant shall operate for approximately 4,800 hours per year, i.e., 13.1 hours per day.
