It is intimated that the poultry farm is a small scale (as per value of Fixed Capital Investment 1.59 Crore) green category unit and has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for the production of Eggs @ 80,000 Numbers/Day by using Laying Birds @ 1,00,000 Numbers/Day & Poultry Feed@ 12T/day as raw material. It is intimated that the CPCB has framed Environmental Guidelines for layered poultry farms in August, 2021. As per the said guidelines, the poultry farms are classified as under: 1. Small (5,000-25,000 bird) 2. Medium (above 25,000-1,00,000 birds). 3. Large (above 1,00,000 birds) However, as per the categorization of the industry into large/ medium/ small scale is being carried out by the Board on the basis of total value of the plant & machinery of the industry. The value of the Total Investment of the poultry farm is 159.89 lakhs which is less than 5 Cr, Accordingly, it falls under small scale and competency to decide the case lies with Environmental Engineer, RO.

Fee Details:- The poultry farm has deposited Rs. 64,755/- vide UTR no. 57194352 dated 11.07.2025 and Rs. 18075/- vide UTR No. 645561679 dated 30/12/2025 (Rs. 60,175/- as Consent Fee and Rs. 21,200/- as Penalty fee) under the Air Act, 1981 and Rs. 64,755/- vide UTR no. 648042078 dated 11.07.2025 and Rs. 18075/- vide UTR No. 358743969 dated 30/12/2025 (Rs. 60,175/- as Consent Fee and Rs. 21,200/- as Penalty fee) under the Water Act, 1974 and Rs. 6400/- as NOC Regularization fee vide UTR No. 484420084 dated 02/01/2026 against the value of total fixed assets Rs. 159.89 lakhs as per CA certificate dated 11.12.2025.
The Poultry Farm has uploaded CA Certificate vide UDIN No. 25065056BMIBIJ4399 dated Nil confirming value of Gross Fixed Assets of M/s Paradise Poultries Pvt. Ltd, Jaito, amounts to Rs. 24.69 Lakhs as of 11 January, 2024 for period of 01/04/2005 to 11/01/2024 and the Poultry Farm has deposited CTO fee as well as penalty under Water and Air Act from 01/04/2005 to 11/01/2024 as per assets in this certificate.
The fee deposited by the poultry farm is adequate upto 31.12.2029. (after deducting penalty fee).
The poultry farm has also submitted electricity bill, according to the which the date of commissioning of electricity connection of the poultry farm previously named as M/S PARADISE POULTRIES is 20-10-2005 which implies that the poultry farm has been working since 2005 and has deposited.
The poultry farm has submitted distance report countersigned by Tehsildar as per which the poultry farm is situated in Rakba Gumti Khurd, Tehsil Jaito bearing khasra nos. 1866/1196(7-5), 1865/1196(4-8), 2286/1861/1194(13-16), 2287/1863/1195(13-16), 2285/1801/1194 (0-18), 2288/1865/1154(0-18) measuring land 41 kanal and 1 marla.
Tehsildar report is stating as under:- 1. The site is situated at distance of more than 500 mtr from residential zone. 2. The site is at distance of 100 mtr from State Highway. 3. The poultry farm is located at distance of more than 15 mtr from rural road/pagdandi/internal road of village and falls outside the lal lakir of village.
The poultry farm was visited by the officer of this office on 06.01.2026 and it was observed as under:-
1. The poultry farm was in operation.
2. The poultry farm is located at more than 100 meter outside the phirni/laal lakir/outside the MC limit.
3. The poultry farm is a layered poultry farm. Poultry farm has constructed 05 no. single story shed, 01 Chick Shed & 01 Feed Shed. The poultry farm has provided nipple system for drinking purpose of birds.
4. As per the proof of date of Commissioning (the electricity bill) submitted by the Poultry farm, the date of electricity connection to the poultry farm (previously named as M/S PARADISE POULTRIES) is 20-10-2005 which implies that the poultry farm has been established since 2005, which is before the guidelines were formulated for Poultry Farms by CPCB vide its letter no. 2022/10270 dated 10/01/2022.
5. The poultry farm has provided the deep burial pit with cover for the disposal of dead birds.
6. The birds littering is supplied to the farmers as manure by the poultry farm.
9. The domestic effluent generated from poultry farm was being discharged onto land for plantation after passing through septic tanks.
10. The poultry farm is not generating trade effluent.
In view of above, it is recommended that Consent to Operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the poultry farm upto 31/12/2029 (upto adequacy of consent fee) with usual conditions along with special condition as under:-
1) The poultry farm shall comply with the applicable environmental guidelines prescribed by the Board/CPCB.
2) The poultry farm shall ensure that no nuisance is caused with its operations at site.
3) The poultry farm shall assure that no problem of water/air pollution/flies/smell be occurred in the area…………..
4) The poultry farm shall abide with the Master Plan of the area.
