The industry has applied for obtaining consent to establish (NOC) under the Water Act, 1974 & the Air Act, 1981 under small scale / orange category for establishment of solvent extraction plant to manufacture rice bran oil @ 40 TPD alongwith by product de-oiled cake @ 160 by using rice bran @ 200 TPD, in the land area of 20 kanals 17 marlas in the revenue estate of Village Khosa Pando, Tehsil & District Moga. Details of the case are as under:-
1. The industry has submitted project report showing the proposed value of gross fixed assets of the project as Rs. 15 Crore. Accordingly, the industry has deposited Rs. 21,600/- vide online Ref. No. 427512003 dated 26.12.2025, which is adequate for a period of one year.
2. The industry has submitted copy of report of land classification report, issued by DTP Moga vide memo no. 856 dated 09.08.2024, relevant part of the same is reproduced as under:-
ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਪਿੰਡ ਖੋਸਾ ਪਾਂਡੋ ਤਹਿਸੀਲ ਅਤੇ ਜ਼ਿਲ੍ਹਾ ਮੋਗਾ ਦੀ ਰੈਵੀਨਿਊ ਅਸटेट ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਮੌਕੇ ਉਂਪਰ ਖਾਲੀ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਇਡ ਮਾਸਟਰ ਪਲਾਨ (2031) ਦੀਆਂ ਤਜਵੀਜ਼ਾਂ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਪ੍ਰਤੀ ਬੇਨਤੀ ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ ਸੋਲਵੈवम ਪਲਾਂट ਸਥਾਪਤ ਕਰਨ ਦੀ ਤਜ਼ਵੀਜ ਹੈ, ਜ਼ੋ ਕਿ ਉਦਯੋਗਿਕ ਜ਼ੋਨ ਵਿੱਚ ਆਗਿਆਯੋਗ ਹੈ।
3. The industry has submitted feasibility report, as per which the industry has proposed to install rice husk fired boiler of capacity 6 TPH with cyclone as Air Pollution Control Device. The industry has proposed to install Effluent Treatment Plant with components oil & grease trap, Collection tank, Filter press, Anaerobic stabilization, Combined wastewater storage tank, Aeration tank, Secondary Clarifier, Storage tank, Multimedia Pressure depth filter, Sludge drying beds, Outlet.
4. The industry has submitted an undertaking through its partner Sh. Nishant Singla to the fact that the effluent which is going to be discharge from out solvent plant will be used by us for plantation of trees in about 3 kanal land within the premises.
5. The industry has submitted registered sale deed to the name of the industry.
6. The industry has submitted partnership deed, as per which Sh. Abhishek Gupta, Sh. Nishant Singla and Sh. Nirmal Singla are partners of the firm.
The industry was visited by undersigned (AEE) on 05.01.2025 and it was observed as under:
1. The site is located at Zira Road, near Paras Spices, Moga.
2. The industry has proposed to install solvent extraction plant to manufacture rice bran oil @ 40 TPD alongwith by product de-oiled cake @ 160 by using rice bran @ 200 TPD.
3. The industry has proposed to install rice husk fired boiler of capacity 6 TPH with cyclone as Air Pollution Control Device.
4. The industry has proposed to install septic tank for treatment of domestic effluent. Domestic effluent will be discharged onto land for plantation after septic tank.
The site of the industry is suitable for establishment of solvent extraction plant as per classification report, submitted by the industry.
Keeping in the view of above, it is recommended that consent to establish (NOC) for solvent extraction plant to manufacture rice bran oil @ 40 TPD alongwith by product de-oiled cake @ 160 by using rice bran @ 200 TPD, in the land area of 20 kanals 17 marlas, in the revenue estate of Village Khosa Pando, Tehsil & District Moga, subject to the suitable conditions please.
