Sir, it is submitted that previously the industry was being operated a rolling mill and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/FGS/2021/16263311 dated 13/04/2021, valid upto 31/12/2030 and under the Air Act, 1981 vide no. CTOA/Varied/FGS/2021/16263307 dated 13/07/2021, valid upto 31/12/2030 for the manufacturing of Round, Square, Flats, Bars, Angles, Strips etc. @ 24 MTD.
Now, the industry has dismantled its previous installed rolling mill machinery and applied for obtaining new consent to operate under the Water Act, 1974 and Air Act, 1981 for the manufacturing of ERW Pipes @ 100 MTD by using Flats, HR Coil & Patra (ERW Plant) @103 MTD as a raw material with requisite documents. The industry has deposited of Rs. 28700/- vide Receipt No. 723200499 dated 26.12.2025 under Water Act, 1974 and Rs. 28700/- vide Receipt No. 92873008 dated 26/12/2025 under Air Act, 1981 against the un-depreciated fixed assets of Rs. 189.53 Lacs as on 30/11/2025 as per CA certificate dated 04/12/2025 which is adequate upto 31/12/2028 after deduction of 02 years lates fee in both cases as per Board’s Office Order dated 29/10/2018.The industry has deposited NOC regularization fee 6400/- vide Receipt No. 92873008 dated 26/12/2025. The industry has given the details of auxiliary machinery which has led to the increase in fixed assets.
Site Suitability: -
The industry is located in the Focal Point of Mandi Gobindgarh. The industry is complying with the conditions of consent to operate granted under the Water Act, 1974, Air Act, 1981.
PWARDA: -
In the subject cited case, the industry has mentioned ground water extraction @ 07 KLD. Considering 30 working days per month, ground water extraction will be 210 KL/month, which is less than 300 KL/month. Therefore, the unit does not require to obtain permission from the PWRDA.
To verify the contents of applications, the industry was visited on 02.01.2026 and it was observed as under:
1. The industry was in operation and engaged in the manufacturing of ERW pipes by using HR coil as raw material.
2. The industry has installed 02 ERW Pipe manufacturing plants and both were in operation. The industry has started its new productions w.e.f. 18.06.2024 under taking attached.
3. The industry has not installed any DG set/furnace in its industrial premises.
4. The industry has not installed any wet process.
5. No trade effluent has been generated as no fresh water is being used in the process, entire cooling water has been recirculated.
In view of above, if approved, the industry may be granted varied consent to operate under the Water Act, 1974 & Air Act, 1981 upto 31/12/2028 (upto the adequacy of consent fee) to the industry to supersedes its previous CTO granted which are valid upto 31.12.2030 with suitable conditions and special conditions that:
1. The industry shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies.
2. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
3. The industry shall ensure that there are no usages of single use plastic-thermocal disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises.
4. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
5. The industry shall not add any wet process without prior permission of the Board.
6. This consent to operate supersedes the previous consent to operate granted under Water (Prevention & Control of Pollution consent to operate under the Water Act, 1974 vide no. CTOW/Varied/FGS/2021/16263311 dated 13/04/2021, valid upto 31/12/2030 and under the Air Act, 1981 vide no. CTOA/Varied/FGS/2021/16263307 dated 13/07/2021, valid upto 31/12/2030 for the manufacturing of Round, Square, Flats, Bars, Angles, Strips etc. @ 24 MTD.
