File Note: It is submitted that earlier, the HCF was granted authorization under Bio-Medical Waste (Management & Handling) Rules, 1998 vide no. BMW/Fresh/LDH2/2024/27563366 dated 31/12/2024 valid upto 31.03.2027 for 30 Bed Capacity. Now the HCF has applied for consent to operate under the Water Act, 1974 and Air Act, 1981 alongwith requisite documents and fee. The hospital was visited by the undersigned on 01.01.2026 and observed as under: - 1. The HCF was in operation and having 25 beds operational during the time of visit. 2. The HCF has submitted its annual report. 3. The HCF has submitted the copy of agreement dated 01.07.2024 made with M/s Medicare Environmental Management Pvt. Ltd., Ludhiana for disposal of its bio medical waste properly for 30 Beds which is valid upto 30.06.2029. 4. The HCF Bio Medical Waste is being lifted by concern Agency regularly. 5. The HCF has provided pre-treatment of liquid waste using 10% sodium Hypochlorite, followed by disposal into the MC sewer which is further connected with STP, Samrala. 6. The HCF has provided needle shredder for cutting the needles. 7. The HCF has provided colour coded containers for the segregation of Bio medical waste. 8. THE HCF has provided separate storage room for the storage of its bio medical waste with lock and key facility. 9. The HCF has deposited the consent fee as under: - (i) Under Water Act, 1974 Rs. 30000/- vide UTR no. 884485858 dated 18.12.2025 (ii) Under Air Act, 1981 Rs. 30000/- vide UTR no. 164068053 dated 18.12.2025 As per Board Office Order No. 688 dated 02.03.2017, the consent fee is required to be deposited w.e.f. 01.04.2016. Hence, the consent fee deposited by the Hospital is valid upto 07.01.2031. 10. As per HO, Patiala Office Order No. 379 dated 23.10.2023 it has been decided by the Competent Authority of the Board as under:- “ It has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of town, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any.” If approved, consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 and Air (Prevention and Control of Pollution) Act, 1981may be granted upto Five year with usual conditions and special conditions that: - 1. The HCF shall ensure to comply with the effluent standards as notified under Bio-medical Waste Management Rules, 2016 amended upto date and subsequent amendments if any. 2. The HCF shall comply with the Bio-Medical Waste Management Rules, 2016, amended from time to time, in true letter & spirit. 3. The HCF shall segregate Bio-Medical Waste as per Bio-Medical Waste Management Rules, 2016, amended from time to time in true letter and spirit all the times. 4. The HCF shall send Bio Medical Waste on regular basis to common bio medical waste treatment facility and shall also maintain the record of the same all the times. 5. The industry shall dispose off its solid waste generated in an Environmentally Sound Manner. (Competency - Environmental Engineer)
