File Note: It is submitted that the project proponent , M/s Daljinder Kaur( Grandview Galleria) has applied for consent to Establish (NOC) under the Water (Prevention and Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents for a new plotted commercial colony named " Grandview Galleria " The project will be situated in the village Nichi Mangli(H.B. no. 239), Tehsil Sahnewal, District Ludhiana,Punjab. For this development, the company has acquired a total land area measuring 0.928125 acres (3755.982 square meters). The project has also received the requisite license from the Greater Ludhiana Development Authority (GLADA), issued under License No. 03/2025. According to the approved layout plan , the proposed project is set to cover a total area of 3755.982 square meters (approximately 0.928125 543 acres). The development comprises commercial components(11 shops) within the designated saleable area of approximately 1585 square meters plot area . The project proponent has proposed a G+1 configuration of the commercial establishments with the overall built-up area of 3170 square meters. The total estimated cost of the project is Rs.266 Lakhs, which includes expenses related to land acquisition, construction, and development works. The total built-up area of the proposed project will be approximately 3170 sqm. Hence the project does not fall under either Sr. No. 8 (a) or 8(b) categories of the EIA Notification 2006 and and subsequent amendments made therein vide Notification No. SO. 523 (E) dated 29-01-2025 with a built-up area not exceeding 20,000 sqm . . Thus, the project does not require prior Environmental Clearance from the State Level Impact Assessment Authority (SEIAA), Punjab. The project proponent has deposited consent fee of Rs. 10800 vide no. 993732182 dated 24.7.2025 as NOC regularization fee. Adequate upto 31.12.2026. The project proponent has filled online application form, uploaded project report, , Site plan/layout plan, Certificate of Incorporation, proof of ownership of land, feasibility report of the proposed STP, DTP bearing no. 1534 dated 25.06.2024, Copy of license of develop colony issued by GLADA bearing no. 03/2025 Encumbrance letter, which kindly may be perused. POPULATION CALCULATION: As per Building norms vide Punjab Govt. Notification no. G.S.R. 144/P.A.11/1995/Ss. 180 and 43/2021, dated the 31stAugust, 2021, containing the Punjab Urban Planning and Development Building Rules,2021. Total occupant load of 11 shops for Ground floor= 1person/3sq m of gross floor area= 1192.5/3= 398 persons Total occupant load of 11 shops for First floor= 1person/6sqm of gross floor area= 1192.5/6=199 persons Total commercial occupant load= 597 persons As per NBC norms 2016, staff population= 20% of total occupant load= 119 Visitors/ Floating Population= 80% of total occupant load= 477 WATER REQUIREMENT, WASTEWATER GENERATION & DISPOSAL As per NBC NORMS 2016, Total water consumtion for staff population= 120*45lpcd= 5.35KLD Total water consumtion for floating population = 480*15lpcd= 7.15KLD Total Water Requirement 12.5 KLD Wastewater Generation @ 80% = 10.0 KLD approximately Treated Wastewater Available = 10..0KLD The project proponent has proposed to install STP of 10KLD capacity which is principally adequate to treat the wastewater generated. The project proponent has proposed to discharge the treated wastewater after STP onto land for plantation and given an undertaking for the same( attached for kind perusal) HAZARDOUS WASTE GENERATION There will be generation of STP sludge and accordingly the industry is required to enter into an agreement with the authorized treatment facility and obtain HW Authorization from the Board after obtaining CTO. Accordingly, the proposed project site was visited by the undersigned on 18.12.2025 and it was observed as under:- 1) The project will be situated in the village Nichi Mangli(H.B. no. 239), Tehsil Sahnewal, District Ludhiana,Punjab... The project has also received the requisite license from the Greater Ludhiana Development Authority (GLADA), issued under License No. 03/2025according to which the said area is suitable for such type of industries. 2) As per the guidelines of PPCB for Construction Projects vide Govt of Punjab notification No. 3/6/07-STE(4)/2274 dated 25.7.2008, all commercial establishments like shopping malls, multiplexes shall maintain a minimum distance of 250 metres from (Maximum Accident Hazard) Industries as notified by Director General Factory Advice Service Labour Institute. Its is also submitted that there is no such MAH industry within 250 metres radius of the proposed site of plotting project. 3) As per the new classification of industrial sectors vide PPCB order number SEE(HQ-2)/F-no.10/2025/10336-354 dated 19.03.2025, the project in consideration falls under category number 10.2 “Building Construction project <20000 sq.m built up area”. Thereby the proposed project falls under “Green” category 4) No construction work has yet been started at the proposed site. However the boundary wall has been clearly earmarked. 5) There is no Air polluting industry within 100m radius of the project site, Therefore, the proposed project site is conforming to the general siting criteria laid down by the Board vide policy dated 30/04/2013. 6) The Competency to decide the case lies with the Senior Environmental Engineer( projects having total project cost upto 10 crores) In view of above, it is recommended that, ‘Consent to Establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for upto 30.12.2026 with usual conditions & with following special condition that the project being a bulk solid waste generator, will make in situ arrangements for disposal and treatment of solid waste and adhere to the norms of Solid Waste Management Rules,2016 in both letter and spirit.
