It is submitted that the Industry has applied for obtaining consents to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 through online on OCMMS for the production of Non Torrefied Bio Mass Pellets @ 5 TPH by using PADDY STRAW @ 6 TPH , with requisite documents. The industry has deposited Rs. 10800/- through online vide UTR no. 864608030 dated 03.01.2026 for proposed project cost of Rs. 700 Lacs with plant and machinery Rs 320 lacs, under green category which is adequate upto one year.
The industry has submitted Partnership deed mentioning 1. Mr Gurvinder Singh 2. Mrs. Jasveer Kaur as the partners of the firm.
The industry has submitted lease deed for site area of 8 Kanal 0 Marlas on the name of the firm.
The industry has submitted site plan approved by competent person under Punjab Factory Act.
The industry has submitted a CLU from the STP, Bathinda vide their office letter no. 1787 dated 17.12.2025 and the report is reproduced as under –
“Request regarding Change of Land Use for Industry at Village Gill Khurd, District. Bathinda in 1 Acre (08K-00M) falling in Bathinda Development Authority Region has been considered as per the provisions of notified LPA Maur and the other guidelines of this department. The site falls in Notified LPA Maur. The Master Plan of LPA Maur is yet to be prepared. Since, the site falls in Notified LPA, accordingly, this case has to be considered as per provisions of Section 79 of PRTPD Act. 1995 as per Memo No. 2180-2283 CTP(PB)/SP- 432 (Gen.) dated 14-06-2023 by Director, Town and Country Planning. Punjab. Therefore, permission for Change of Land Use from Agricultural to Industrial for Manufacturing of Biomass Pallets is hereby granted in view of instructions issued vide notification no. 12020/284/25-5112/1/1218703/2025, dated 09-10-2025 and the report of Naib Tehsildar Balianwali vide his letter dated 15-10-2025”
The industry has submitted a copy of report from the Tehsildar, Maur vide their office letter dated 29.12.2025 and the report is reproduced as under-
ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਮੈਸ Gill Bio agro fuels LLP ਜਿਲ੍ਹਾ ਬਠਿੰਡਾ ਵਿਖੇ ਖਸਰਾ ਨੰ 36//20, 35//16 ਵਿੱਚ ਲਗਾਇਆ ਜਾ ਰਿਹਾ ਹੈ ਜੋ ਕਿ ਪਿੰਡ Gill Khurd ਦੇ ਰਕਬੇ ਵਿੱਚ ਪੈਂਦਾ ਹੈ।ਇਸ ਦਾ ਕੁੱਲ ਰਕਬਾ 08 ਕਨਾਲਾਂ 00 ਮਰਲੇ ਹੈ। ਇਹ ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਇਸ ਰਕਬੇ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਕਿਸੇ ਵੀ ਮਿਊਂਸਿਪਲ ਕਮੇਟੀ ਦੀ ਹੱਦ,ਪਿੰਡ ਦੀ ਫਿਰਨੀ / ਲਾਲ ਲਕੀਰ ਅਤੇ ਕਿਸੇ ਵੀ ਸਰਕਾਰੀ ਅਦਾਰੇ ਤੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਜਾਂ 15 ਪੱਕੇ ਮਕਾਨ ਨਹੀਂ ਆਉਂਦੇ ਹਨ ਜੀ।
The industry has proposed to install biomass pelletization plant for the manufacturing of no terrified bio mass pallets @ 5 TPH by using paddy straw @6TPH
The industry has submitted the manufacturing process comprise of Biomass palletization process consists of multiple steps including raw material, Size Reduction (Shredder), Powder form (through Hammer mill), palletization (Pellet machine), and cooling conveyors.
The unit has also proposed to install dryer inside the premises. The unit has proposed to install separate cyclone separator and bag filter with shredder, hammer as well as dryer as APCD to keep the emission within the prescribed norms.
The industry has submitted feasibility report of APCD’s.
The industry has proposed to install septic tank for treatment of domestic effluent and treated water will be used for tree plantation.
The project site was visited by JEE of this office on 06.01.2026 and it was observed as under
1. The proposed site is lying in the revenue area of village Gill Khurd. Presently the site is vacant plot and only boundary wall is constructed.
2. The industry has not yet installed any machinery at site / shed.
In view of above and as per site classification report by DTP Bathinda and Tehsildar, Maur the site is suitable for the establishment of such units.
Keeping in view of above it is recommended that the consents to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 for the production of Non Torrefied Bio Mass Pellets @ 5 TPH by using PADDY STRAW @ 6 TPH may be granted to the project proponent for a period of 1 year with suitable conditions and special condition that industry shall be bound to abideby the provisions of Master Plan/LPA of Maur.
