It is intimated that the industry is a small scale Orange category plastic waste processing unit and engaged in the business of Polystrene Granules (Recycled). The industry has not obtained Consent to establish/NOC and has directly applied for obtaining fresh Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Polystrene Granules (Recycled) @ 1050 kg/day alongwith discharge domestic effluent @ 0.8 KLD into sewer.
The industry had submitted copy of CLU certificate from District town planner, Ludhiana vide memo no. 1918/DTP(L)/M2A dated 16/06/2011 mentioning the site falls in industry zone as per Master Plan Ludhiana (2007-2021).
The industry had submitted rent deed dated 09.10.2024 as proof of date of commissioning of industry. The industry has also submitted latest rent deed made with the proprietor of M/s Shree Durga Soap factory, 48/49, Guru Ram Dass Nagar, Bhamian Khurd, Ludhiana dated 09.08.2025.
The industry had already deposited Rs. 11600/- vide UTR no.
106281696081 dated 07.07.2025 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 14,500/- vide UTR no. 296940906226 dated 07.07.2025 under the Air (Prevention & Control of Pollution) Act, 1981 after deducting the NOC fee and penalty fee is adequate upto 09/10/2027 under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The industry was visited by the AEE of this office on 02.01.2026 and it was observed that:-
1. The industry has installed 2 extruders for producing Polystrene Granules.
2. The industry has provided a wet scrubber as APCD.
3. Exhaust system has been provided over both extruders which leads to wet scrubber.
4. Stack of height appox. 15 M has been provided by the industry.
5. The industry generates no trade effluent and only domestic effluent @0.8 is being generated which is being disposed into MC Sewer.
In view of above, if approved, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry 1981 upto 30/09/2027 manufacturing of Polystrene Granules (Recycled) @ 1050 kg/day alongwith discharge domestic effluent @ 0.8 KLD into sewer subject to suitable conditions.
