Kindly peruse the facts given in the note of EE, ZO. On examination of the same, it is submitted that the industry was afforded a personal hearing before CEE, Ludhiana on 10.11.2025, wherein it was decided that Environmental Engineer, RO-2, Ludhiana shall verify the contentions of the industry and compliance of Environmental Clearance conditions and submit a report with recommendations for decision of the consent case as per Board protocol.
Accordingly, the industry was visited on 17.11.2025 and it was observed that 100 percent plantation has been completed in the earmarked greenbelt area measuring 9243.78 sq m. The compliance report of EC conditions is attached. The industry has also submitted correspondence dated 12.11.2025 with Executive Director, PSCST, Chandigarh for vetting of the design of the secondary fume extraction system for control of secondary emissions from the induction furnace. The industry has an operational induction furnace of 8 TPH capacity, while 15 TPH is yet to be commissioned. An advance of Rs 5 lakh has been paid to M/s JMS Enviro Care and Innovative Centre, Baddi, towards installation of a rooftop containment type fume extraction system, which is under technical vetting by PSCST. A visit of PSCST is scheduled on 07.01.2026. A PERT chart indicating the installation and commissioning timeline has also been submitted.
It is further submitted that the site of the industry falls in an Industrial Zone as per the Master Plan of Ludhiana 2007–2021, as confirmed by DTP, Ludhiana vide letter No. 1545 dated 04.05.2011.
In view of the above, it is proposed that, if approved, Consent to Operate under the Water Act, 1974 may be granted up to 31.03.2030 with suitable conditions, and Consent to Operate under the Air Act, 1981 may be granted up to 31.03.2026, subject to the condition that the industry shall install and commission the secondary emissions control system on or before 30.09.2026. |
