Partnership Deed:
The Project Proponent has submitted the partnership deed dated 20.11.2023 executed between Sh. Ashok Kumar, Partner and Sh. Gaurav Singal, Partner. Further, the PP has submitted the authority letter, vide which, Sh. Ashok Kumar is the authorized signatory of the firm.
Land Documents:
The Project Proponent has submitted the lease deed dated 07.01.2025 executed between Sh. Gaurav Singal and M/s Ogasa Logistics LLP of land of total area 19 Bighas 16 Biswas falls in the revenue estate of Village Kheri Gurna, Banur-Tepla Road, Tehsil Rajpura, District Patiala, which is valid upto 31.12.2039.
Site Suitability:
The Project Proponent has submitted a copy of permission under Right to Business Act issued by DTP, Patiala vide Memo No. 419 dated 21.02.2024 of total area 19 Bighas 16 Biswas (4.12 acres), vide which, the site falls in the Agricultural Land Use Zone as per the notified Master Plan of Rajpura and is suitable for operation of a warehouse.
Building Plan:
The Project Proponent has submitted a copy of letter vide no. DOFPB00304915 dated 10.11.2025 regarding approval of building plan from Deputy Director of Factories, For Director of Factories, Punjab.
Applicability of EIA notification dated 14/9/2006:
The project is not covered under the preview of EIA Notification dated 14.09.2006 as the total built up area is less than 20,000 sqm.
PWRDA Permission:
The unit has mentioned ground water extraction @ 1 KLD. Considering 30 working days in a month, the ground water extraction will be 30 KL/month. As such, the unit does not require permission for abstraction of ground water from PWRDA.
Visit:
To verify the contents of the application, the warehouse was visited by the undersigned on 06.01.2026 and Sh. Ashok Kumar, Partner was contacted. During visit, it was observed as under:
1. The establishment is a warehouse project and was found in operation.
2. The establishment has given the warehouse for storage of goods.
3. The establishment has provided one no. submersible pump and it has installed water meter on the same.
4. The establishment has installed septic tank for the treatment of wastewater generated from the domestic purpose. The treated effluent is being discharged onto land for plantation within the premises of the unit.
5. The establishment has installed a DG set of capacity 30 KVA, which is equipped with canopy and stack of adequate height.
Recommendations:
In view of the facts mentioned above, if approved, it is recommended Fresh Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for operation of warehouse may be granted to the unit upto 16.09.2029 (adequacy of consent fee) with suitable conditions and additional conditions that:
1. The project proponent shall obtain authorization under the Hazardous Waste Management Rules, 2016 within 01 month.
2. The project proponent shall maintain the record of ground water abstraction on daily basis.
3. The project proponent shall not import/store any kind of hazardous material/waste.
4. The project proponent shall not undertake any manufacturing activity in the premises without prior permission of the Board.
5. The project proponent shall comply with the provisions of E-Waste Management Rules, 2016.
6. The project proponent shall plant trees wherever space is available inside and outside the unit.
7. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
8. The project proponent shall ensure that there are no usages of single use plastic thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic thermocol or any other non-biodegradable material in the premises.
9. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
10. The Punjab Pollution Control Board shall have the liberty to revoke this consent & take penal action against the project proponent and its responsible/ concerned person(s), in case, at any point of time, the industrial unit/ project fails to comply with the provisions of Environmental Acts/ Rules and/or any other Environmental laws applicable to the industrial unit/project and Rules, Circulars & Directions issued by any competent Authority, from time to time.
