Proprietorship Firm:
The industry has submitted the partnership deed dated 19.06.2024, vide which, Sh. Harwinder Singh S/o Sh. Jarnail Singh and Smt. Amandeep Kaur W/o Sh. Harwinder Singh are the partners of the firm.
Land Documents:
The industry has submitted the lease deed dated 14.08.2025 executed between Sh. Harwinder Singh and M/s J B Alloys Industries of total land area 9 Kanal 16 Biswe, which falls in the revenue estate of Village Kumbhra, Tehsil Amloh, Mandi Gobindgarh, District Fatehgarh Sahib.
Site Suitability:
The industry has submitted the copy of Land Use Classification issued vide Memo no. 1741 dated 27.10.2025 by DTP, Fatehgarh Sahib of total land area 2.04 Acres, which falls in the revenue estate of Village Kumbhra, Tehsil Amloh, Mandi Gobindgarh, District Fatehgarh Sahib, vide which, the site falls in the Industrial Zone as per the notified Master Plan of Mandi Gobindgarh. As such, the site is suitable for the establishment of Induction Furnace unit.
Applicability of EIA notification dated 14/9/2006:
As per the Ministry of Environment, Forest and Climate Change (MoEF&CC) notification dated 07.06.2024, the industries involving in melting of non-toxic metals having production capacity less than 60,000 TPA are exempt from obtaining clearance under EIA notification dated 14/09/2006. In this case, the annual production of the industry is less than 60,000 TPA. As such, the industry does not fall in the ambient of EIA notification dated 14/09/2006.
Applicability of Factories Act, 1948:
The subject cited industry falls in Industrial zone as per the notified Master Plan of Mandi Gobindgarh. Therefore, there is no requirement of Site Clearance u/s 41 (A) of the Factories Act, 1948.
Feasibility Report:
The industry has submitted the feasibility report on Containment-cum-Air Pollution Control System for Induction Furnace prepared by Punjab State Council for Science & Technology, Chandigarh vide no. PSCST/TFD/174 dated 04.12.2025, wherein, it has mentioned that the industry is in process to set up an induction furnace having melting capacity as 2 T/heat (one crucible of capacity 2 T/ heat and 2nd crucible of capacity 1 T/ heat) for manufacturing of steel castings. The industry has proposed to install APCD i.e. pulsejet bag filter to control the air emissions generated from the process.
PWRDA Permission:
The industry has mentioned the ground water abstraction @ 9 KLD. Considering 30 working days in a month, the total ground water abstraction will be 270 KL/Month. As such, the industry is not required to obtain permission from PWRDA.
Visit:
To verify the contents of the application, the site was visited by the undersigned on 02.01.2026 and Sh. Gosaldeep Singh, Accountant was contacted. During visit, it was observed as under:
1. The proposed site falls in the revenue estate of Village Kumbhra, Tehsil Amloh, Mandi Gobindgarh, District Fatehgarh Sahib.
2. The site is surrounded by agricultural land on all sides.
3. The industry has only constructed the boundary walls.
4. The industry has not installed any plant & machinery at the site.
Recommendations:
In view of the facts mentioned above, if approved, it is recommended that Consent to Establish/NOC under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of Induction Furnace unit having melting capacity 2 Ton/Heat for manufacturing of Steel Casting & Other Automotive Products (12600 TPA) @ 42 TPA may be granted to the industry upto one year with suitable conditions and following special conditions:
1. The industry shall establish its unit in the Khasra Nos. only for which it has obtained Land Use Classification from DTP, Fatehgarh Sahib.
2. The industry shall apply for consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 before commissioning of the unit.
3. The industry shall submit the building plans/layout plan approved from the Competent Authority before obtaining consent to operate.
4. The industry shall submit the completion certificate of APCD to be installed with Induction Furnace from PSCST, Chandigarh at the time of obtaining consent to operate.
5. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD.
6. The industry shall provide stack monitoring arrangements as per emissions regulations part 3 (1985 series) as per CPCB manual.
7. The industry shall install rotary valve along-with conveyor system below bag filters to avoid manual handling of APCD dust.
8. The industry shall not carry out any activity covered under the ambit of EIA Notification dated 14/09/2006.
9. The industry shall comply with PWRDA Guidelines issued from time to time.
10. The industry shall not generate and discharge any kind of trade effluent and shall not start wet process in its premises without prior written permission of the Board.
11. The industry shall only discharge only domestic effluent onto land for plantation within its premises, after passing through septic tank.
12. The industry shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall.
13. The promoter shall not discharge the treated effluent into any drain or outside its premises.
14. The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future.
15. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
16. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
17. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
