It is submitted that earlier the industry was small-scale green category unit and was auto granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Fresh/LDH1/2020/14691716 Date of issue : 28/12/2020 Date of expiry : 28/12/2024 and CTOA/Fresh/LDH1/2020/14707725 Date of issue : 28-12-2020 Date of expiry : 28-12-2024 under the green category for manufacturing of All Type Hosiery Knitted Garments @ 1000 Numbers/Day by using All Type of yarn @ 300 kgs/Day with discharge of trade effluent @ 1.5 KLD into sewer after passing through ETP and domestic water @ 2.5 KLD into sewer……………………………………………….. Now the industry has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of All Type of hosiery knitted garments @ 500 Numbers/Day by using all type of yarns @ 300 Kgs/Day, Non annic (Ditergent) @0.200 Kgs/day and Softner @ 0.100 Kgs/day with its discharge of trade effluent @ 1.5 KLD with its discharge of domestic effluent @ 2.5 KLD under orange category.…………..The adequacy of fee deposited 30.06.2026. The industry was visited by the officer of the office on 26.11.2025 and it was observed that: - 1. The industry was in operation during visit and engaged in the process of washing of all type of yarn (acrylic, woolen and blend of acrylic-woolen). 2. The industry uses all type of yarn and hosiery goods as raw material. 3. The industry has installed 1 no. washing machine with capacity of 60 kg and 1 no. of tub with capacity of 100 Litre in its premises and the process also involves the intermittent use of mulami for yarn washing. 4. The industry has 5 no. of steam press and 2 no. of hand press. 5. The industry has installed MC tap and the tubewell in the premises. MC tap water is used for domestic water and tubewell water is used for washing process. 6. The trade effluent generates during the process is treated through the ETP plant and the treated effluent is being discharged into the sewer. The industry has installed ETP of capacity 12 KLD and its components are as below: Collection tank – Floculator – Flash Mixer – Primary Clarifier – Fluidised Aerogate by reactor – Bioreactor – Secondary Clarifier – Collection sump – Sand Filter – Carbon Filter – Disposed off into sewer.
. The industry has provided the flow meter at the outlet of the ETP and maintained the data for the same. 8. The industry has installed 3 no. electric steam baby boilers of capacity 30 kg, 0.036 MW, 0.027 MW and 0.018 MW……………….9. The industry has installed 01 no. DG set of capacity 320 KVA with canopy and having adequate stack height. The industry has submitted VAT registration certificate as a proof of commissioning i.e. 20.06.2005. The industry has submitted site suitability certificate issued ATP vide no. 1447 dated 04.03.2020 mentioning that the industry falls under Industrial Mix Zone as per Master Plan of Ludhiana (2007-2031). However, the site is suitable for such type of industries. ........................... 2. "The industry has submitted a permission certificate for disposal of water into the sewer from MC Ludhiana, bearing ID No. 118, in the name of M/s R.N. Oswal Hosiery Factory, which has leased land to M/s Raghav Exports. The industry has also submitted the lease deed." The industry has submitted approved building plan by the Competent person of the Director of factories
In view of the above it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for short term period i.e. for six months with suitable terms and condition and special condition that the industry shall got its effluent sample analysed within 1 month from Board’s Lab.
