A. Earlier, the project proponent namely KADIANA SAND MINING PROJECT by Sh. Amrinder Singh, Executive Engineer-cum- District Mining Officer, Kapurthala Road, Near Sports College, Jalandhar was granted renewal consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Renewal/JAL2/2024/27176656 dated 31/10/2024 valid upto 02/11/2025 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/JAL2/2024/27153517 dated 31/10/2024 valid upto 02/11/2025 for mining of sand @ 41913 TPA ; Max 77172.48 MTA at mining site of area 4.80 hectares and 1.74 mtr depth as per mining plan in the revenue estate of Kadiana, Tehsil Phillaur, District Jalandhar, Punjab.
B. Now, the project proponent has applied for renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with same quantity of mining of sand granted in the Fresh CTOs.
C. The project proponent has submitted the copy of letter issued by SEIAA vide no. SEIAA/PB/MIN/2023/EC/37 dated 12.09.2023 in the name of Executive Engineer- cum- District Mining Officer, Kapurthala Road, Near Sports College, Jalandhar, Punjab for mining of sand, which is valid for a period of thirty years from the date of issuance for Public Sand Mining Project (Sand) @ 41913 TPA ; Max 77172.48 MTA from the bed of river Satluj in total area of 4.80 Hectare and 1.74 mtr depth as per mining plan having H.B. no. 45 bearing khasra nos. Khasra No: 77//24,25,78//16,17,18,19,20,21,22,23,24,25, 79//20, 81//1,2,3,4,9,10,
82//3,4,5,6,7 located in the revenue estate of village Kadiana, Tehsil Phillaur, District Jalandhar.
D. The Project Proponent has submitted copy of ‘Aks Sajra’ and as per SEIAA letter no. SEIAA/PB/MIN/2023/EC/37 dated 12.09.2023 showing total cost of the project is Rs. 135.00 Lacs for mining site at the revenue estate of village Kadiana, Tehsil Phillaur, District Jalandhar.
E. The project proponent has deposited Rs. 8400/- vide online UTR/No. 865755155 dated 30.12.2025 & Rs. 840 vide online UTR/No. 213770457 dated 07.01.2026 as penalty fee under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 8400/- vide online UTR/No. 16278583 dated 30.12.2025 & Rs. 840 vide online UTR/No. 885891483 dated 07.01.2026 as penalty fee under the Air (Prevention & Control of Pollution) Act, 1981 of which are adequate for one year i.e. upto 02.11.2026.
F. The mining site was visited by Officer of this office on 08.01.2026 and it was observed that the mining site was non-operational. However, earlier, the mining has been carried out at the site. The mining site has been demarcated with flags only.
G. As per office order number 304 dated 05.07.2024, the Competency to grant mining cases has been given to Environmental Engineer of Regional offices. The Copy of the office order is attached.
Keeping in view of above, it is recommended that renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for the period upto 02/11/2026 for mining of sand @ 41913 TPA; Max 77172.48 MTA in site area of 4.80 Hectare and 1.74 mtr depth as per mining plan located at Village Kadiana, Tehsil Phillaur, District Jalandhar subject to suitable conditions along with special conditions that:
1. The project proponent shall carry out mining as per letter issued by the State Environment Impact Assessment Authority (SEIAA) vide letter no. SEIAA/PB/MIN/2023/EC/35 dated 12.09.2023 i.e. it will not mine more than 41913 MTA from the site.
2. The project proponent shall obtain necessary clearance/permission from the other Departments, if required, on its own level.
3. The industry shall earmarked the boundary properly before starting mining activity at the site.
4. The Project proponent will carry out mining process is open cast, semi mechanized, without drilling and blast.
5. The contractor shall maintain the computerized record of daily mining/ lifting of sand at site.
6. The project proponent shall submit analysis report of ambient air quality monitoring parameters mentioned in EC conditions as well as noise quality from Board's approved lab/ Board's lab within 01 month.
7. The project proponent shall not carry out mining beyond the allotted area, if the industry found illegal mining beyond the area then consent to operate under Water (Prevention & Control of Pollution) Act, 1974 will be revoked without any notice.
