It is submitted that the industry has applied for obtaining ‘Consent to Establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of a new unit for HR Coil, Angle, Channel Beams and plates @300 MTD, HCL @ 7500 Kgs/day and Zinc @ 7500 Kgs/day and NG @4.2 Kgs/day as raw material and GI PIPE and GI Structure @110000 TPA as products, along with requisite documents and fees.
The industry has deposited Rs. 22100/- vide R. no. 493917573 dated 28.10.2025 including application form fee, against the cost of the project of Rs. 662.1 lakhs. (As per application form). The NOC fees deposited by the industry is adequate for one year.
Suitability of Site:
The industry has submitted a copy of in-principal approval permission issued by DC SAS Nagar vide application ID- 2409447787 dated 17.01.2025 having validity upto 16.07.2028 for manufacture of pipe; solar structure; CRC Mill and metal parts for approvals under the following Punjab State Laws as under:

Further, the industry falls in the industrial mixed zone of Derabassi and the project proponent submitted the report of the Tehsildar wherein, it is mentioned that the site is 3 km away from the MC Lalru and 200 m away from village Sarsini. The report is reprdouced as under:
As such, the site is suitable for establishment of industry as the industry has obtained the in-principal approval from establishment from the Competent Authority.
The industry has also submitted a copy of rent deed 18.01.2023 executed between M/s JTL Industries Limited and M/s JTL Tubes Limited, valid till 11.12.2023 with extension clause.
Manufacturing Process:
Water Pollution:
As per the brief project report, the domestic effluent @ 3.0 KLD shall be generated from the unit and the industry has proposed to use the same for onto land for plantation within premises after passing through septic tank.
Trade effluent of quantity 3 KLD will be generated which will be disposed onto CETP.
Air Pollution:
The industry is engaged in the pickling and zinc coating process from where fumes will be generated. The industry is required to install the scrubbers along with stack of adequate height for containing the fumes.
Further, the industry has not proposed any furnace or DG set to be installed at site.
Applicability of EIA notification dated 14.09.2006:
The metallurgical industries (ferrous and non-ferrous) falls under the category 3 (a) metallurgical industries.
However, the industry has not proposed any furnace and only consists of pickling and galvanization unit which includes melting of zinc of quantum 7500 Kg/day i.e. 2738 TPA, which is exempted from the Category 3 (a) of the EIA Notification 2006.
However, the industry has not proposed to install any furnace for heating of the iron/steel, as such, is not covered under the EIA Notification 2006.
Visit:
Accordingly, the proposed site of the industry was visited by the undersigned of this office on 07.01.2026. During visit, it was observed as under:
1. The proposed site of the unit is located near existing industry namely M/s T.C. Terrytex, Lalru.
2. No construction has been started at the site.
3. The entire site is bounded by the boundary wall constructed around the site.
Recommendations:
In view of above, if may approved, the industry may be granted ‘consent to establish’ (NOC) granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for one year, subject to suitable conditions and following additional conditions:
1. The NOC is only valid for establishment of unit at Khasra No. 1200(1-16), 1201(1-16), 1202(5-16), 1203(4-0), 1204(4-0), 1205(5- 16), 1206(5-16) ਅਤੇ 1207(5-16), ਕੁੱਲ ਰਕਬਾ 34 ਬਿੱਘੇ 16 ਬਿਸਵੇ (ਕੁੱਲ ਰਕਬਾ 7.25 टेवੜ), Village Sarsini, Tehsil Derabassi, District. SAS Nagar.
2. The industry shall go into an agreement with CETP before obtaining ‘Consent to Operate’ for lifting of spent acid.
3. The industry shall install the scrubber along with fume extraction system on its pickling line before obtaining ‘Consent to Operate’.
4. The project proponent shall get it site plan approved from the Competent Authority before obtaining ‘Consent to Operate’ from the Board.
5. The industry shall not operate its unit till it obtains valid ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 and authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
6. The project proponent shall obtain the permission from PWRDA for abstraction of ground water.
7. The industry shall obtain permissions from other concern departments, if need be.
8. The industry shall maintain the record of fresh water consumption.
9. The industry shall discharge only domestic effluent onto land for plantation within premises after passing through the septic tank as proposed by it.
10. The industry shall not discharge the effluent into any drain/choe/nallah, in any case.
11. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
12. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
13. The NOC is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
14. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
