• It is submitted that the poultry farm has applied for obtaining consent to establish (NOC) under the provisions of the Water Act, 1974 and Air Act, 1981 for the establishment of poultry farm having unit operation of Poultry Farm having birds capacity @ 40000 Number/day through online on OCMMS with requisite documents under green category.
• The poultry farm has deposited fee of Rs. 10800/- through online vide Receipt no. 48495143 dt. 31.12.2025, against the fixed assets of Rs. 561.50 lakhs as per project report submitted by the PP, which is adequate for one year under green category.
• The DTP, Mansa vide letter no. 865 dated 24.12.2025 has sent report for the site of which is reproduce as under-
ਨੱਥੀ ਦਸਤਾਵੇਜ਼ਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿਖੇ ਵਾਚਿਆ ਗਿਆ ਹੈ ਅਤੇ ਸਾਈਟ ਦਾ ਮੌਕਾ ਨਿਰੀਖਣ ਕਰਵਾਇਆ ਗਿਆ ਹੈ। ਸਾਈਟ ਮਾਨਸਾ-ਭੀਖੀ ਸੜਕ ਉੱਪਰ ਪੈਂਦੇ ਪਿੰਡ ਖਿਆਲਾ ਕਲਾਂ ਦੀ ਫਿਰਨੀ ਤੋਂ ਤੀਖੀ ਵੱਲ ਜਾਂਦਿਆ ਲਗਭਗ 1685 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਹੱਥ ਨਿਕਲਦੇ ਰਸਤੇ ਉੱਪਰੋ 290 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਹੱਥ ਨਿਕਲਦੇ ਰਸਤੇ ਉੱਪਰ ਸਾਹਮਣੇ ਪੈਂਦੀ ਹੈ। ਆਪ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤੇ ਰੈਵੀਨਿਊ ਦਸਤਾਵੇਜਾਂ ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਖਿਆਲਾ ਕਲਾਂ, ਹਦਬਸਤ ਨੰ. 52, ਤਹਿਸੀਲ ਤੇ ਜ਼ਿਲ੍ਹਾ ਮਾਨਸਾ ਦੇ ਖਸਰਾ ਨੰ. 148//2 (8-0),3(8-0), ਕੁੱਲ ਰਕਬਾ 16 ਕਨਾਲ 0 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਜਿਸ ਉੱਪਰ ਪੋਲਟਰੀ ਫਾਰਮ ਸਥਾਪਤ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਮਿਉਂਸੀਪਲ ਕੌਂਸਲ ਅਤੇ ਨਗਰ ਪੰਚਾਇਤ ਦੀਆਂ ਹੱਦਾਂ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ਵਿਸ਼ੇ ਤਹਿਤ ਸਾਈਟ ਨੂੰ ਲਗਦੇ ਰਸਤੇ ਦੀ ਚੌੜਾਈ 16 ਫੁੱਟ 6 ਇੰਚ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ ਮਾਨਸਾ ਦੇ ਖੇਤੀਬਾੜੀ ਜੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ ਜਿਸ ਉੱਪਰ ਵਿਸ਼ੇ ਤਹਿਤ ਐਕਟੀਵਿਟੀ ਆਗਿਆਯੋਗ ਹੈ ਬੇਸ਼ਰਤੇ ਕਿ ਆਪ ਮਾਸਟਰ ਪਲੈਨ ਮਾਨਸਾ ਦੀਆਂ ਤਜਵੀਜਾਂ ਨੂੰ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਵੇਗੇ। ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ. 17/17/01- 5HG2/PF/748024 ਮਿਤੀ 06-05-2016 ਅਨੁਸਾਰ ਪੰਜਾਬ ਰਾਜ ਵਿੱਚ ਪੋਲਟਰੀ ਫਾਰਮ ਲਈ ਭੋਂ ਵਰਤੋਂ ਤਬਦੀਲੀ ਦੀ ਪ੍ਰਵਾਨਗੀ ਪ੍ਰਾਪਤ ਕਰਨ ਤੋਂ ਛੋਟ ਦਿੱਤੀ ਗਈ ਹੈ। ਆਪ ਪੀ.ਪੀ.ਸੀ.ਬੀ. ਵੱਲੋਂ ਸਮੇਂ-ਸਮੇਂ ਉੱਪਰ ਜਾਰੀ ਗਾਈਡਲਾਈਨਜ਼ ਨੂੰ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਜੇਕਰ ਸਰਕਾਰ ਦੀਆਂ ਹਦਾਇਤਾਂ ਮੁਤਾਬਿਕ ਕਿਸੇ ਵੀ ਹੋਰ ਵਿਭਾਗ ਪਾਸੋਂ ਐੱਨ.ਓ.ਸੀ./ਮਨਜ਼ੂਰੀ ਲੈਣੀ ਲੋੜੀਂਦੀ ਹੈ ਤਾਂ ਆਪਣੇ ਪੱਧਰ ਤੇ ਸਬੰਧਤ ਵਿਭਾਗ ਪਾਸੋਂ ਪ੍ਰਾਪਤ ਕਰੋਗੇ। ਇਸ ਪੱਤਰ ਨੂੰ ਕਿਸੇ ਹੋਰ ਕਿਸਮ ਦੀ ਪ੍ਰਵਾਨਗੀ ਨਾ ਸਮਝਿਆ ਜਾਵੇ।

ਬੇਨਤੀ ਹੈ ਕੀ ਆਪ ਜੀ ਪਾਸੇ ਪ੍ਰਾਪਤ ਹੋਏ ਪੱਤਰ ਦੇ ਸਬੰਧ ਵਿਚ ਰਿਪੋਰਟ ਨਿਮਨ ਅਨੁਸਾਰ ਹੈ:
1. ਮੁਤਾਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਰਕਬੇ ਦੇ 500 -ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਕਿਸੇ ਵੀ ਸਰਕਾਰੀ ਅਦਾਰੇ ਤੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਜਾਂ 15 ਪੱਕੇ ਮਕਾਨ ਨਹੀਂ ਹਨ।
2. ਮੁਤਾਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਰਕਬੇ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਕੋਈ ਨਹਿਰ, ਝੀਲ ਜਾਂ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਦਾ ਸਰੋਤ ਜਿਵੇਂ ਖੂਹ, ਪਾਣੀ ਦਾ ਟੈਂਕ ਨਹੀਂ ਹੈ।
3. ਮੁਤਾਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਰਕਬੇ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਕੋਈ ਵੀ ਨੈਸ਼ਨਲ ਹਾਈ ਵੇ ਨਹੀਂ ਹੈ।
4. ਮੁਤਾਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਰਕਬੇ ਦੇ 50 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਕੋਈ ਵੀ ਸਟੇਟ ਹਾਈ ਵੇ ਨਹੀਂ ਹੈ।
5. ਮੁਤਾਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਰਕਬੇ ਦੇ 10-15 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਕੋਈ ਵੀ ਸਟੇਟ ਪੇਂਡੂ ਸੜਕ, ਅੰਦਰੂਨੀ ਸੜਕ ਪਿੰਡ ਦੀ ਪਹੀ ਨਹੀਂ ਹੈ।
The industy has submitted the sale deed of the land dated 11.12.2025 of 16 kanals baring killa no. 148//2(8-0), 3(8-0) at village Khaila Kalan, District Mansa.
• The site of proposed poultry farm unit was visited by undersigned on 06.01.2026 and it was observed that-
1. The site of the poultry farm is located in the revenue estate of village Khaila Kalan, District Mansa.
2. There is no 15 pucca houses around the site within 500 mtrs. There is no Major Water course like river, lake, canal within 100 mtrs, Major Drinking Water Reservoir such as wells, summer storage tanks within 100 mtrs, National Highway (NH) within 100 mtrs, State Highway within 50 mtrs.
3. The PP has not started construction at the site yet.
From above it is clear that site is suitable for the establishment of poultry farm.
Keeping in view of above, it is recommended that consent to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 for the for the establishment of poultry farm having unit operation of Poultry Farm having birds capacity @ 40,000 Number/day may be granted for a period one year, subject to the following conditions:-
1. This consent to establish (NOC)has been granted for the establishment of poultry farm in an area of total 06 Kanal 00 Marlas killa no. 148//2(8-0), 3(8-0) located in the revenue area of Village Khaila Kalan, District Mansa.
2. The poultry farm shall abide with the Master Plan of the area as and when notified by the authority.
3. The poultry farm shall establish its poultry sheds in east west direction and at a minimum distance of 10-15 meter from the road.
4. The poultry sheds should not be located within 10 m from farm boundary for cross ventilation and odour dispersion.
5. The poultry farm shall carry out composting of bird droppings as prescribed in Environmental guidelines for poultry farm framed by CPCB in January 2022.
6. The poultry farm will not generate and discharge any trade effluent without obtaining prior written permission of the Board.
7. The poultry farm shall ensure that there is no nuisance / pollution created from the operation of the poultry farm in the vicinity at any time.
8. The poultry farm shall plant trees wherever space is available inside and outside the unit.
9. The poultry farm shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
10. The poultry farm shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic thermocol or any other non-biodegradable material in the premises.
11. The poultry farm shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
12. The poultry farm shall strictly comply with the SOPs/ environmental guidelines /code of practice prescribed by the Board/ CPCB in Januray 2022 and its amendments from time to time for poultry farm on regular basis.
13. The poultry farm shall assure that no problem of water/air pollution/flies/smell be occurred in the area.
14. The poultry farm shall not install boiler in poultry feed mill without the written permission of the Board.
15. The poultry farm shall obtain necessary approval from other concerned departments.
