File Note: It is submitted that the subject cited industry is a small scale Red category unit and was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH2/2018/7758955 dated 17/07/2018 valid upto 30/06/2023 for Zinc plating of tractor parts @ 300 Numbers/day. Now, the industry has again applied for obtaining fresh consent to operate under the Water Act, 1974 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 98.17 Lacs as on 31/03/2025 as per CA certificate dated 17/12/2025, which is adequate upto 31/12/2027 under Water Act, 1974, as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee and penalty charges 300 %. Accordingly, the industry was visited by the officer of the Board on 31/12/2025. During the visit, it was observed as under: 1. The industry was in operation during visit. 2. It is engaged in Zinc plating of tractor parts @ 300 Numbers/day by using raw material as Round @ 0.5 T/day and Chemical @ 0.4 Liter/day. 3. The industry has made agreement with M/s JBR Technology Pvt. Ltd., Ludhiana (CETP) for disposal of its trade effluent @ 2000 ltr/month. 4. The industry has installed water meter on pipeline leading to process area whose reading during visit was 5.10 KL. 5. Lastly, the industry has got lifted its effluent to CETP on 24.12.2025 @ 700 ltr. 6. The industry is maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Technology Ltd. The audit report is enclosed herewith. As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd. 7. No bye pass of effluent was observed during visit. 8. Domestic effluent generated by the industry is discharged into sewer. 9. The industry has installed various CCTV cameras, facing towards the entry gate of the processing shed and effluent storage tank but none of the cameras was facing fresh water meter. The industry was guided to change orientation / install new camera on the water meter. 10. The industry has provided storage tank of capacity 2500 Ltr., which was about 40 % full. 11. The industry has submitted building plan prepared by Sh. Rajnish Kumar Singla approved Architect from Director of Factories, Punjab. The industry is situated in Bhawan Nagar which is non-designated area as per Master Plan, Ludhiana. Now, the Board has issued order vide no. 21 dated 08.06.2018 regarding continuation of operation of Industrial establishments in mixed Land use/non-designated area of Ludhiana upto 15 years from date of notification of the master plan which were established before the notification of the Master Plan, Ludhiana. In the subject cited case, the industry has mentioned ground water extraction @ 1.0 KLD. Considering 25 working days per month, ground water extraction will be 25 KL/month, which is less than 300 KL/month. It is therefore recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 10.09.2026 (as the industry falls in mixed land use area and it is permitted by Deptt. of Housing & Urban Development vide letter no. 08/05/2023-4HI/2208 dated 06.10.2023 to run the existing industries till 10.09.2026) with suitable conditions as per policy of the Board.
