Earlier the industry was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide No. CTOW/Fresh/LDH1/2016/4448714 dated 12/10/2016 which is valid up to 31/12/2023 under the name and style of M/s Darshan Udyog, 803/2, Baba Gajja Jain Colony, Moti Nagar, Ludhiana for the manufacturing of Industrial bags for packing @ 500 Kg/day by using LLDPE Granules Ploy Propline @ 500 Kg/day under green category. Smt. Saroj Jain purchased the said site on 31 March 2021 through a registered deed, and thereafter leased the land to Sh. Vinod Kumar Jain S/o Sh. Megh Raj Jain for carrying out industrial activities.
Now the industry has applied for fresh consent to operate under Water (Prevention and Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 under the name and style of M/s M R Udyog. The industry is a Small-Scale Green Category. The industry is engaged in the manufacturing of PP POLYBAG @ 400 Kgs/day, LD POLYBAG @ 200 Kgs/day by using PP FILM RAW MATERIAL @ 200 Kgs/day, PP MOULDING RAW MATERIAL @ 200 Kgs/day and LLDP RAW MATERIAL @ 200 Kgs/day as raw material. The industry was already applied for fresh of consent to operate under Air (Prevention & Control of Pollution) Act,1981 and under Water (Prevention & Control of Pollution) Act,1974 along with necessary documents and requisite consent fee. Due to some clarification the applications of the industry were returned. Now the industry was re-applied for fresh consent to operate under Air (Prevention & Control of Pollution) Act,1981 and under Water (Prevention & Control of Pollution) Act,1974. The industry has filled online application form, uploaded latest CA certificate, site plan location plan, manufacturing process flow chart.
The industry has already deposited Rs. 7000/- vide R.No.751325335 Dated 28.11.2024 under Water Act, 1974, Rs. 7000/-Rs. Vide R.No. 16776840 dated 28.11.2024 under Air Act, 1981 and Rs. 4200/- vide R.No. 249565507 dated 10.01.2025 under Water Act, 1974 and Rs. 5600/- Vide R.No. 583768927 dated 10.01.2025 under Air Act,1981 including NOC regularization fee which is adequate upto 30.08.2029.
The industry was submitted the area classification certificate from the O/O DTP letter no. 1083 dated 07.04.2014 in which it is stated that the site of the industry is falls in Industrial Zone as per Mater Plan (2007-2021). So, the unit is commissioned at this location before 2007, hence the CLU not required in this case. The industry has already deposited the consent fee under Air (Prevention & Control of Pollution) Act,1981 and under and under Water (Prevention & Control of Pollution) Act,1974 which is adequate up to 30.08.2029.
The industry was visited by the AEE of this office 06.01.2025 and it was observed that: -
1. The industry was in operation during visit and engaged in the process of manufacturing of Industrial bags for packing.
2. The industry has installed 4 nos. of extruder machines and 4 nos. cutting machines in its premises.
3. The manufacturing process of the industry is Heat Panel - Mix Dana - Blower to Hopper - Hopper to Barrel - Gauge & Speed Setup - Dana Melting - Extrusion through Sizer - Cooling in Water Tank - Set Tube Cutting Machine - Size Setup on Panel - Bag Cutting by Machine - Manual Packing.
4. There is no source of trade effluent in the premises and the process water is being recirculated by the industry. The industry has provided two nos. storage tanks separately of capacity @ 1500 ltrs and 2500 ltrs each for further reuse after cooling.
5. The domestic effluent generated in the premises is being directly discharged into sewer.
6. The industry has not installed any polluting machinery in the premises. The industry has not installed any D.G. set.
In view of the above, it is recommended that fresh 'Consent to Operate' under Air (Prevention & Control of Pollution) Act, 1981 and under Water (Prevention & Control of Pollution) Act,1974 may be granted to the industry up to 31.03.2029 with suitable conditions and with special condition that the industry shall not manufacture, stock, distribute, recycle, sell or use plastic carry bags in compliance to the Government of Punjab, Department of Local Government (Local Government 4 Branch) notification no. 5/18/2016- 4lg4/692717/1 dated 18.02.2016.
