The project proponent has applied for obtaining ‘Consent to Establish'/ NOC under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of Manufacturing of precast Cement products unit for manufacturing of 11 Mtr PCC Pole @ 7200 Numbers/year & 09 Mtr PCC Pole @ 10800 Numbers/year in an area of 02 acres (16 Kanals) in the revenue estate of village Agwar Gujjran (H.B. No. 126), Tehsil Jagraon, District Ludhiana. The project proponent has submitted MOA, project report, Classification of area certificate from District Town Planner, Ludhiana vide memo no. 3319/DTP(L)/M2A dated 23.12.2025, copy of Jambandi, Rent Deed, Layout plan, CRO report, Aks Sajra, Authority letter etc. The detail of case is as under:
1. The project proponent has submitted project report stating the total value of fixed assets as Rs. 65.12 Lakh.
2. The project proponent has deposited Rs. 3400/- (Rs. 2900/- NOC fee + Rs. 500/- application form fee) vide online receipt no. 497132584 dated 23.12.2025 as NOC fee, which is adequate for project cost of Rs. 65.12 Lakh (Green Category).
3. The project proponent has submitted classification of area certificate issued by District Town Planner, Ludhiana vide memo no. 3319/DTP(L)/M2A dated 23.12.2025 stating that the site area of 200-meter falls in Commercial Mix Land Use Zone and rest area falls in Residential Zone as per Master Plan, Jagraon (2010-31). Green category industries are permitted in only Commercial Mix Land Use Zone and any type of industries are not permitted in Residential Zone.
4. The project proponent has submitted CRO report from Tehsildar Jagraon issued vide dated 01.12.2025 and as per this certificate the site shall be established in 16 Kanal (02 Acres), bearing khasra no. 113// 10/2, 11/1, 20/2, 21/1, 114// 15/2/2, 16/1/1, 136// 1/1/2 & 114// 25/2 in the revenue estate of Village Agwar Gujjran-2,3 (Hadbast no.126), Tehsil Jagraon, District Ludhiana for which the project proponent proposed to obtain NOC from the Board. The project proponent has submitted certificate from Tehsildar Jagraon vide dated 01.12.2025, which is reproduced as under:
1) ਉਕਤ ਸਾਈਟ ਐਮ.ਸੀ. ਤੋਂ ਦੂਰੀ 1.5 ਕਿਲੋਮੀਟਰ ਤੋਂ ਵੱਧ ਹੈ।
2) ਸਾਈਟ ਤੋਂ ਪਿੰਡ ਦੀ ਫਿਰਨੀ, ਲਾਲ ਲਕੀਰ, ਸਿੱਖਿਆ ਕੇਂਦਰ, ਇਤਿਹਾਸਿਕ, ਧਾਰਮਿਕ ਸਥਾਨ ਅਤੇ ਸੁਰੱਖਿਆ ਸਮਾਰਕ ਦੀ ਦੂਰੀ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਹੈ।
3) ਸਾਈਟ ਤੋਂ ਨੇੜੇ ਕੋਈ ਵਾਈਲਡ ਲਾਈਫ ਸੈਂਚੂਰੀ ਜਾਂ ਚਿੜੀਆ ਘਰ ਨਹੀ ਹੈ।
4) ਸਾਈਟ ਤੋਂ ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀਆਂ ਅਤੇ ਪੱਕੇ ਮਕਾਨਾਂ ਦੀ ਦੂਰੀ ਲਗਭਗ 1500 ਮੀਟਰ ਹੈ।
5. The project proponent has submitted MOA and as per this, Sh. Rajesh Rajoria S/o Late Sh. Gulab Chand Rajoria, Smt. Priyashree Rajoria D/o Sh. Purushottam Das Todwal, Smt. Neelam Rajoria D/o Sh. Rambabu Khunteta, Smt. Muni Devi Rajoria W/o Late Sh. Gulab Chand Rajoria and Sh. Sarabjeet Singh Chawla S/o Davinder Singh Chawla are Directors of the firm.
6. The project proponent has submitted that there will be no generation of trade effluent and only domestic effluent will be discharged onto land for plantation after septic tank. The project proponent has proposed to provide plantation all along the boundary wall for discharge of treated domestic effluent.
7. As per manufacturing detail, there will be no generation of air emissions from the process. The project proponent has proposed to install one DG set of 40 KVA with canopy.
The propose site was visited by undersigned on 08.01.2026 and it was observed as under:
1. The site is located in the revenue estate of village Agwar Gujjran, Tehsil Jagraon, District Ludhiana.
2. During visit it was observed that the industry has started construction at site and also completed its boundary wall.
3. No village phirni/ lal lakir, Municipal Corporation/ Council limit and residential area falls within 500 meter of proposed site.
As per report of the DTP, Ludhiana, the site is suitable for establishment of manufacturing of precast Cement products unit and the project proponent has proposed adequate measures to control water pollution to be generated from its premises.
Keeping in view of the above, it is recommended that ‘Consent to Establish' /NOC under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for one year for establishment of Manufacturing of precast Cement products unit for manufacturing of 11 Mtr PCC Pole @ 7200 Numbers/year & 09 Mtr PCC Pole @ 10800 Numbers/year in an area of 02 acres (16 Kanals) in the revenue estate of village Agwar Gujjran (H.B. No. 126), Tehsil Jagraon, District Ludhiana subject to suitable conditions along with special conditions that:
1. The project proponent shall establish its unit only in Commercial Mix Land Use Zone as mentioned in classification of area certificate issued by District Town Planner, Ludhiana vide memo no. 3319/DTP(L)/M2A dated 23.12.2025.
2. The project proponent shall comply with the provisions of classification of area certificate issued by District Town Planner, Ludhiana vide memo no. 3319/DTP(L)/M2A dated 23.12.2025.
3. The project proponent shall comply with all the guidelines of approved Master Plan, Jagraon (2010-31).
