It is submitted that the poultry farm has applied for obtaining consent to establish (NOC) under the provisions of the Water Act, 1974 and Air Act, 1981 for the establishment of poultry farm of Bird Capacity @ 23,000 through online on OCMMS with requisite documents under green category.
The poultry farm has deposited fee of Rs. 6400/- through online vide Reciept. no. 498939840 dt. 06.01.2026, against the total investment of Rs. 151.1 lakhs as per project report submitted by the PP, which is adequate for one year under green category.
The DTP, Bathinda vide letter no. ਡੀ. ਟੀ. ਪੀ (ਬ) / ਸਸ -55 dated 18.12.2025 has sent report for the site of total area 8 Kanals bearing ਖਸਰਾ ਨੰਬਰ 67//6 ਮਿਨ (1-5), 7 ਮਿਨ (4-0) ਅਤੇ 8 ਮਿਨ (2-15), located in the revenue area of village chaukey, Tehsil Maur and District Bathinda. As per the report, the proposed site falls in the notified local planning area of Maur Mandi, the master plan of which is yet to be prepared.
The industry has submitted report from Tehsildar, Maur dated 08.12.2025, which is reproduce as under-
ਖਸਰਾ ਨੰਬਰ -67//6 ਮਿਨ (1-5), 7 ਮਿਨ (4-0) ਅਤੇ 8 ਮਿਨ (2-15) ਵਿੱਚ ਬਠਿੰਡਾ ਪੋਲਟਰੀ ਫਾਰਮ ਦੀ ਮਾਲਕੀ ਹੈ । ਇਹ ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਸਰਕਾਰ ਤੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਰਿਹਾਇਸ਼ੀ ਏਰਿਆ, 100 ਮੀਟਰ ਅੰਦਰ ਕੋਈ ਵੀ ਝੀਲ, ਕਨਾਲ ਅਤੇ ਪੀਣ ਵਾਲੇ ਪਾਣੀ ਦੇ ਸਰੋਤ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਅਤੇ 50 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਸਟੇਟ ਹਾਈਵੇ ਨਹੀਂ ਹੈ। 10-15 ਮੀਟਰ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਪੇਂਡੂ ਰੋਡ ਅੰਦਰੂਨੀ ਰੋਡ ਅਤੇ ਕੋਈ ਪਹੀ ਨਹੀਂ ਹੈ।
The site of proposed poultry farm unit was visited by undersigned on 07.01.2026 and it was observed that-
1. The site of the poultry farm is located in the revenue estate of village Chaukey, Tehsil Maur and District Bathinda.
2. There was no 15 pucca houses/residential area around the site within 500 mtrs. There is no Major Water course like river, lake, canal within 100 mtrs, Major Drinking Water Reservoir such as wells, summer storage tanks within 100 mtrs, National Highway (NH) within 100 mtrs, State Highway within 50 mtrs.
3. There was adequate space for poultry shed, which will be located at 10 m from site boundary.
4. The poultry farm has proposed to discharge only domestic effluent onto land for irrigation/plantation after treatment into septic tank.
5. No trade effluent will be generated from the poultry farm, further; project proponent has not proposed any source of air pollution.
6. The poultry farm has proposed to provide good ventilation and free flow of air to control the odour problem.
7. The poultry farm will carry out composting of bird droppings.
8. The poultry farm has proposed to separate dead birds on daily basis and disposed into burial pit.
From above, it is clear that, site is suitable for the establishment of poultry farm.
Keeping in view of above, it is recommended that consent to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 for the establishment of poultry farm of Bird Capacity @ 23,000 may be granted for a period one year, subject to the following conditions:-
1. This consent to establish (NOC) has been granted for the establishment of poultry farm in an area of 8 Kanals 00 Marlas bearing khasra no. 67//6 ਮਿਨ (1-5), 7 ਮਿਨ (4-0) ਅਤੇ 8 ਮਿਨ (2-15), located in the revenue area of village Chaukey, Tehsil Maur and District Bathinda.
2. The poultry farm shall abide with the Master Plan of the area as and when notified by the authority.
3. The poultry farm shall establish its poultry sheds in east west direction and at a minimum distance of 10-15 meter from the road.
4. The poultry sheds should not be located within 10 m from farm boundary for cross ventilation and odour dispersion.
5. The poultry farm shall carry out composting of bird droppings as prescribed in Environmental guidelines for poultry farm framed by CPCB in January 2022.
6. The poultry farm will not generate and discharge any trade effluent without obtaining prior written permission of the Board.
7. The poultry farm shall ensure that there is no nuisance / pollution created from the operation of the poultry farm in the vicinity at any time.
8. The poultry farm shall plant trees wherever space is available inside and outside the unit.
9. The poultry farm shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
10. The poultry farm shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic thermocol or any other non-biodegradable material in the premises.
11. The poultry farm shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
12. The poultry farm shall strictly comply with the SOPs/ environmental guidelines /code of practice prescribed by the Board/CPCB in Januray 2022 and its amendments from time to time for poultry farm on regular basis.
13. The poultry farm shall assure that no problem of water/air pollution/flies/smell be occurred in the area.
14. The poultry farm shall not install poultry feed mill without the written permission of the Board.
15. The poultry farm shall obtain necessary approval from other concerned departments.
