It is submitted that the point-wise compliance status of the observations raised by the competent authority is as under: -
1. AEE has reported that effluent sample is within limits but EE has reported that effluent sample is not meeting with effluent standards. Kindly mention the prescribed limit of each parameter as per BMW Rules, 2016.
As per the Bio-Medical Waste Management Rules, 2016, as prescribed in the Guidelines for Entrepreneurs for Compliance of Environmental Laws, Chapter No. 9, Para No. 9.6, Clause No. 9.6.1 (copy enclosed), the permissible limits for discharge of effluent into public sewers connected to a terminal STP (general standards as per EPA, 1986) are as under:
pH (5.5–9.0); Suspended Solids (600 mg/l); Oil & Grease (20 mg/l); BOD (350 mg/l); COD (not defined); TDS (not defined); and Bio-assay (90% survival of fish after 96 hours in 100% effluent)
Further, as per the analysis report of the effluent sample analysed at the Board’s laboratory vide report No. PPCB/Water Lab/29724 dated 26.08.2025, received on 01.09.2025, the performance of the ETP is as follows:
pH (8.6); TSS (25 mg/l); TDS (4692 mg/l); COD (258 mg/l); BOD (90 mg/l); Oil & Grease (BDL); and Bio-assay (90% survival of fish after 96 hours in 100% effluent)
From the above, it is evident that the effluent quality parameters analysed by the Board’s laboratory are well within the permissible limits prescribed under the Bio-Medical Waste Management Rules, 2016 for discharge into public sewers connected to a terminal STP.
2. Installation of water meter and energy meters with ETP -cum-STP.
The HCF has installed a Water Flow Meter, which was found operational, and an Energy Meter with the ETP-cum-STP plant; however, due to a technical fault, the Energy Meter was found to be non-operational.
3. Record regarding operation of ETP-cum- STP.
The HCF has maintained hourly operational records of the ETP-cum-STP plant.
4. Average discharge of hospital, whether it is within consented quantity or not.
As per the consent granted under the Water (Prevention and Control of Pollution) Act, 1974 to the HCF vide No. CTOW/Fresh/MKS/2023/23165534 dated 16.08.2023, valid up to 30.09.2025, the HCF was permitted discharge of Trade Effluent @ 7.0 KLD and Domestic Effluent @ 3.0 KLD.
On review of the records maintained by the HCF regarding the operation of the ETP-cum-STP plant, it was observed that the average discharge of the hospital ranges between 7.5–7.9 KLD, which is within the consented quantity, including trade and domestic effluent.
5. Whether the HCF is doing Pre-treatment of liquid waste generated from laboratory, OT etc. with sodium Hypochlorite solution, if yes whether the HCF is maintain record of sodium Hypochlorite solution consumption on daily basis.
The HCF has procured Sodium Hypochlorite solution and has made provision for pre-treatment of liquid waste generated from the laboratory and OT sections. The HCF was advised during the visit to maintain daily records of Sodium Hypochlorite solution consumption.
6. RO has reported that the HCF has installed 02 DG sets but capacity has not been mentioned. Moreover, the HCF has submitted detail of DG sets as nil in the application form.
During visit to the HCF, 02 no. DG sets having capacities 125 kVA & 62.5 kVA equipped with canopies & adequate stack heights were found installed within the premises.
7. Whether general solid waste dump site of HCF was checked during visit, if yes whether any mixing of bio-medical waste found or not.
The general solid waste dump site of the HCF was inspected during the visit, and no mixing of bio-medical waste with general solid waste was observed.
8. Constitution of Bio medical waste management committee and its proceedings.
The HCF has constituted a Bio-Medical Waste Management Committee vide letter No. SPL 947 dated 25.09.2025 (copy enclosed).
9. Record of training imparted to all the health care workers and others, involved in handling of bio medical waste.
The HCF has imparted training to all healthcare workers and other personnel involved in handling of bio-medical waste on 22.12.2025 (copy enclosed).
10. Record regarding immunization of all the healthcare workers and others, involved in handling of bio-medical waste.
All healthcare workers and other hospital staff involved in handling bio-medical waste were vaccinated against Hepatitis-B on 26.10.2025 (copy enclosed).
11. Pre-treatment of lab & highly infectious bio-medical waste through equipment like autoclave or microwave.
The HCF has provided Autoclaves for Pre-treatment of lab & highly infectious bio-medical waste, details of which are as follows: - Main OT – 02 no.; Eye OT – 01 no.; Labour Room – 01 no.; & Blood Bank – 01 no.
From above, the HCF is complying with the provisions of the Water Act, 1974 & the Air Act, 1981.
In view of the above, it is recommended that, if approved, CTOs under the Water Act, 1974 & the Air Act, 1981 may be granted to the HCF to operate with 75 functional beds for a period up to 30.09.2027, subject to suitable general and special conditions as mentioned earlier.
