File Note: It is submitted earlier the HCF had obtained consent to operate under the Water Act, 1974 and the Air Act, 1981 vide application no. 25350820 and 25350819 respectively along with requisite documents for 50 beds capacity. The HCF had deposited consent fee of Rs. 12,000/- vide no. 169929206 dated 05.04.2024 under the Water Act, 1974 and Rs. 12,000/- vide no. 233312083 dated 05.04.2024 under the Air Act, 1981. The fee deposited by the HCF was adequate upto 05.04.2029. Subsequently, The HCF was granted CTO under water Act,1974 and Air Act,1981 with validity Upto 31.03.2029 in the name of “BMC Hospital”. Thereafter, the HCF applied for varied consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, vide application numbers 30107194 and 30205132, respectively due to change in the name of “B.M.C Superspeciality Hospital” with a bed capacity of 50 beds. The HCF had deposited the requisite consent fees of Rs.10,000/- each for the Water and Air Acts separately, vide receipt no. 767103658 and receipt no. 346325456, both dated 25.10.2025. However, the HCF was granted consents to operate under the Water Act, 1974 and Air Act, 1981 which both are valid upto 10.10.2030. Now the HCF has applied for consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for extension in the validity upto adequacy of fee deposited by the HCF. The total fee deposited by the HCF is valid upto 31.07.2032. The brief detail of the case applied by the healthcare facility is as under:- 1. The HCF has made an agreement with M/s Meridian Milieu Care Pvt. Ltd., Village Bir Pind, Tehsil Nakodar, Distt. Jalandhar which is valid upto 26/03/2027 for 50 bed capacity. 2. The HCF has submitted latest copies of manifests of lifting of waste by CBWTF operators. 3. The HCF has submitted approved building plan digital signed by EO, Sunil Dutt Verma dated:29.11.2022. 4. The HCF has also submitted location plan. 5. The HCF has submitted completion the STP-cum-ETP of capacity 10 KLD based on MBBR Technology. The HCF was visited by the AEE of this office on 17/06/2025 and during visit, it was observed as under: 1) The HCF has provided 50 beds and was found in operation. 2) The record of bio-medical waste lifting manifest was being maintained. 3) Needle Shredder had been provided on necessary points. 4) Color coded containers were provided for storage of bio medical waste. 5) Segregation of bio medical waste was being done properly. 6) The bio medical waste is being lifted regularly by CBWTF. 7) Non-chlorinated bags were used for storage of bio medical waste. 8) Bar code stickers were used for color coded bags. 9) The HCE has provided bio medical waste storage room for storage of biomedical waste. 10) The HCf had stored expired medicines separately in yellow bag. 11) The HCF has provided the ETP-cum-STP before the treatment of its liquid waste before discharging into MC sewer and same was found operational. The sample of treated effluent after ETP-cum-STP were collected by officer of this office on 17.06.2025 and sent to PPCB Lab for its testing. As per testing report issued by PPCB Lab, Patiala dated: 26.06.2025 (Copy enclosed), the result of various parameters were as following: 1) PH Value : 8, 2). TSS: 14 mg/l, 3) TDS : 653 mg/l, 4). COD: 47 mg/l, 5). BOD 11 mg/l 6) Bio Assay 100% survival of fish in 100% effluent after 96 hours. From the lab results, it was found that all the parameters were within prescribed limit. Therefore, The HCF is found complying with the provisions of BMW Rules, 2016, the Water Act, 1974 and the Air Act, 1981. Keeping in view of above, if approved, the HCF may be granted consent to operate upto 31.07.2032 for 50 beds under the Water Act, 1974 and the Air Act, 1981 with suitable conditions and with special conditions that: 1. The occupier of the health care establishment shall take all precautionary steps to avoid leakage/spillage of Bio-Medical Waste from the storage area, the storage area shall be properly fenced/protected with caution sign boards. 2. The occupier of Health care establishment shall ensure that the Bio-Medical Waste is handled, only by qualified/trained personals in the field. 3. The consent is subject to the general conditions imposed and also to such conditions as may be specified under the Rules time to time in force under the provisions of Environment (protection) Act, 1986. 4. The HCF will comply with the Bio-Medical Waste Management Rules, 2016 and its subsequent amendments. 5. The person authorized shall not rent, lend, sell, transfer or otherwise transfer the Bio medical waste without obtaining prior permission of the prescribed authority. 6. Any unauthorized change in personal, equipment or working conditions as mentioned in the application by the person authorized shall constitute a breach of his authorization. 7. It is the duty of the authorized person to take permission of the prescribed authority to close down the facility and such other terms and conditions may be stipulated by the prescribed authority. 8. The HCF shall not increase the bed capacity without the prior permission of the Board. 9. The HCF will apply for fresh authorization if it becomes a bedded hospital. 10. The HCF will make fresh/renew the agreement with the common bio-medical waste treatment facility on the expiry of the same. 11. The HCF shall maintain the record of Bio-Medical Waste Category wise as well as its disposal/ lifting 12. The HCF shall comply with the guidelines issued by Central Ground Water Authority (CGWA)/ Punjab Water Regulation and Development Authority (PWRDA) from time to time. 13. The HCF shall operate its STP-cum-ETP properly and adequately to achieve the prescribed standards. 14. The HCF shall not discharge any kind of its wastewater into any drain/choe/nallah/nadi/river/inland surface water under any circumstances, except treated wastewater into sewer. 15. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 16. There is no claim of continuation of HCF in present premises on the basis of this consent. The HCF has to comply with the zoning regulation of Draft/notified master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. 17. The HCF shall obtain other statutory approvals required from other departments, if any. HCF of Capacity 50 Bedded- Green Category Competency: EE, RO
