• The proposed unit is a small-scale green category cold store unit.
• The project proponent has applied for obtaining Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the Board through OCMMS of the Board for the establishment of a new unit at Hadbast No. 242 having Khasra no. 866, 868 for total land measuring 9 kanal 17 marla 6½ Sarsai of Village Virk Tehsil Phillaur, District Jalandhar for proposed to Cold Storage for fruits & Vegetables @ 109820 Number/year under green category.
• The industry has deposited NOC fees Rs. 18000/- vide UTR/Receipt No. 95580731 Dated 29.12.2025, which is adequate for one year.
• The project proponent has submitted CLU from DTP, Jalandhar vide letter no. 1063/DTP(J)/SSV-1 dated 03.07.2023 & as per which the site falls in Residential Zone.
• As per the Tehsildar, Goraya vide Letter dated 19.07.2025, the site of the proposed cold store is outside village Lal Lakir, there is no residential area, residential houses and religious place within 100 meters of cold store site.
• To verify the facts, the site was visited by Officer of this office on 08.01.2026 and it was observed as under: -
1. The site is located in the revenue estate of Village Virk, Tehsil Phillaur, District Jalandhar.
2. The construction work has been started at site. Plant & machinery was under installation.
3. The industry has proposed to use 1.0 KLD of water for domestic use, thus only domestic effluent @ 0.3 KLD will be discharged onto land for plantation after passing through septic tank.
4. The industry has proposed to installed D.G. set of capacity 125 KVA with canopy and adequate stack height.
Keeping in view of above, it is recommended that the consent to establish (NOC) for setting up of cold store unit at its proposed site located at Hadbast No. 242 having Khasra no. 866, 868 for total land measuring 9 kanal 17 marla 6½ Sarsai of Village Virk Tehsil Phillaur, District Jalandhar for proposed to Cold Storage for fruits & Vegetables @ 109820 Number/year under green category may be granted to the industry for one year with suitable and special conditions that:-
1) This Consent to Establish (NOC) is granted for the establishment of cold store in bearing Khasra No. 866, 868 for total land measuring 9 kanal 17 marla 6½ Sarsai of Village Virk Tehsil Phillaur, District Jalandhar as per DTP and the Tehsildar report.
2) The Project Proponent shall comply with the conditions granted in the CLU in-toto.
