Applied for CTO under Water act, 1974 and Air Act, 1981 Raw material Crude Vegetable Oil @ 60 Metric Tonnes/Day Product Refined Vegetable Oil @ 42 Metric Tonnes/Day By Product Fatty Acid @15 MTD and Residue @ 01 MTD Manufacturing process Raw Material (Vegetable Oil) -> Bleaching by Bleaching Earth -> Deacidification/ Deodorization -> Refined Oil Ready -> Quality Check -> Dispatch -> Sale/Supply Fee Detail: Total Project Cost as per Project Report Rs. 1251.89 Lakhs as on 15.12.2025 Plant & Machinery Rs. 490.87 Lakhs CTO fee Water Act, 1974: - Rs. 1,08,000/- deposited vide receipt no. 672229221 dated 05.12.2025. Air Act, 1981: -Rs. 1,08,000/- deposited vide receipt no. 329756644 dated 05.12.2025. Adequacy of CTO fee Consent fee deposited by the industry is adequate upto 30.09.2030 after adjustment of 10% late fee/penalty as per Board policy dated 29.10.2018. Partnership Deed: The industry has submitted the partnership deed dated 13.05.2024 executed between Sh. Amreesh Khanna, Sh. Vikas Khanna and Sh. Rajneesh Khanna. Land Documents: The industry has submitted the sale deeds of land of total area 7.27 acres bearing Hadbast No. 210 falls in the revenue estate of Village Ismailpur, Tehsil Khanna, District Ludhiana. Site Suitability: The Project Proponent has submitted the letter for In-Principal approval issued vide no. 2637 dated 07.10.2024 by DTP, Ludhiana, vide which, the proposed site falls in the Industrial Zone as per the notified Master Plan of Khanna (2010-2031). Therefore, the site is suitable for establishment of such type of units. Completion Certificate: As per the Completion certificate submitted by the industry, it has installed boiler of capacity 14 TPH using Paddy Straw/Biomass as fuel, which equipped with individual Multi Cyclone Separator followed by wet scrubber as APCD and Thermic Fluid Heater of capacity 1,77,000 Kcal/Hour using Paddy Straw/Biomass as fuel, which equipped with individual Multi Cyclone Separator as APCD and stack of both is common. Further, the industry has installed an ETP-cum-STP of capacity 75 KLD for the treatment of trade effluent as well as domestic effluent. Manufacturing Process: Raw Material (Vegetable Oil) -> Bleaching by Bleaching Earth -> Deacidification/ Deodorization -> Refined Oil Ready -> Quality Check -> Dispatch -> Sale/Supply Applicability of EIA notification dated 14/9/2006: The project is not covered under the preview of EIA Notification dated 14.09.2006. PWRDA Permission: The industry has mentioned the ground water extraction @ 104 KLD. Considering 25 working days in a month, the ground water extraction will be 3120 KL/month. As such, the Project Proponent is required to obtain permission for abstraction of ground water from PWRDA. Complaint Status: It is submitted that a complaint has been received on 05.12.2025 from the villagers of Ismailpur, Tehsil Khanna, District Ludhiana through Hon’ble Chairperson of the Board, alleging that the industry is discharging chemically contaminated water in the surrounding areas of the factory. It has further been reported that the unit is emitting hazardous substances, which are affecting the food items and clothes of the villagers, and causing respiratory problems, particularly among elderly persons and children. The complainants have also stated that the discharge of trade effluent may lead to the spread of chronic diseases, including cancer, in the vicinity. To verify the contents of the complaint, the industry was visited by officers of the Board on 05.12.2025 and it was observed that the complaint was not genuine, hence, it was recommended that no action is required to be taken against the industry, and the complaint may be filed as it is not genuine. Visit: To verify the contents of the application, the industry was visited by the EE along with undersigned on 07.01.2026 and Sh. Rajneesh Khanna, Partner was contacted. During visit, it was observed as under: observed that: 1. The industry was in operation and engaged in the manufacturing of Refined oil by using vegetable oil as raw material. 2. The industry has installed the plant & machinery i.e. Neutralizer, Bleacher and Deodorizer. 3. It involves in the manufacturing process i.e. Raw Material (Vegetable Oil) -> Bleaching by Bleaching Earth -> De-acidification/ Deodorization -> Refined Oil Ready -> Quality Check -> Dispatch -> Sale/Supply. 4. The industry has installed boiler of capacity 14 TPH using Paddy Straw as fuel, which has been equipped with individual Multi Cyclone Separator followed by wet scrubber as APCD and Thermic Fluid Heater of capacity 1,77,000 Kcal/Hour using Paddy Straw as fuel, which has also been equipped with individual Multi Cyclone Separator as APCD attached with common stack height. 5. The industry has installed an ETP-cum-STP of 75 KLD capacity for the treatment of both trade and domestic effluent which was in operation and under stabilization. There was no outlet discharging has been started during the visit. 6. The industry has submitted completion certificate of ETP-cum-STP and APCDs installed with Boiler furnace and Thermic Fluid Heater. 7. During the visit, no industrial effluent was found in the industrial vicinity and surrounding the industrial vicinity. 8. The entire trade effluent will be efficiently treated in the ETP, will be reused for cooling towers and (Boiler blow down + RO Reject) @ 10.5 is being used for ash handling. Recommendations: In view of the facts mentioned above, if approved, ZO-II, Patiala may be recommended that consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2030 for manufacturing of Refined Vegetable Oil @ 42 Metric Tonnes/Day) with usual conditions.
