It is intimated that the industry is a small scale red category unit. Earlier, the industry was granted ‘Consent to Establish’ (NOC) for expansion under Water Act, 1974 & Air Act, 1981 vide no. CTE/Exp/LDH3/2022/18292442 dated 11.04.2022 for production of mink blankets @ 2500 number/day & dyeing of knitted cloth @ 2400 kg/day with discharge of trade effluent @ 150 KLD onto land for plantation after treatment in ETP and domestic effluent @ 9.5 KLD onto land for plantation after passing through septic tank, which was expired on 21.03.2023.
Thereafter, the industry has applied for fresh of consent to operate under Water Act, 1974 vide CTOW/Fresh/LDH3/2023/22256259 dated 08.08.2023 valid upto 07.08.2024 and under Air Act, 1981 vide CTOA/Fresh/LDH3/2023/21924913 dated 08.08.2023 valid upto 31.03.2025 for production of mink blankets @ 2500 number/day & dyeing of knitted cloth @ 2400 kg/day with discharge of trade effluent @ 150 KLD onto land for plantation after treatment in ETP and domestic effluent @ 9.5 KLD onto land for plantation after passing through septic tank. The industry had deposited Rs. 21,600/- vide R No. 838932470 dated 31.05.2023 and Rs. 72,000/- vide UTR No. N171232511049455 dated 20.06.2023 under Water Act, 1974 and Rs. 21,600/- vide R. No. 947287463 dated 31.05.2023 & Rs. 72,000/- vide UTR No. N171232511094565 dated 20.06.2023 under Air Act, 1981, which are adequate upto 31.03.2025 after deducting late fee penalty
Thereafter, the industry has got renewal of consent to operate under Water Act, 1974 vide CTO/Renewal/LDH3/2025/28683740 and under Air Act, 1981 vide CTO/Renewal/LDH3/2025/28683738 dated 08.05.2025 both valid upto 08.05.2027 through auto renewal mode. The industry had deposited Rs. 2,88,000/- vide transaction No. HDFCR52025051972341970 dated 19.05.2025 under Water Act, 1974 and Rs. 2,88,000/- vide transaction No. HDFCR52025051972343266 dated 19.05.2025 under Air Act, 1981.
The consent to operate renewed by the unit was revoked by the Board due to complaint received against the unit for violations of environmental laws.
Now, the industry has again applied for of consent to operate under Water Act, 1974 vide and under Air Act, 1981 for production of mink blankets @ 2500 number/day & dyeing of knitted cloth @ 2400 kg/day with discharge of trade effluent @ 150 KLD onto land for plantation after treatment in ETP and domestic effluent @ 9.5 KLD onto land for plantation after passing through septic tank.
Now, the industry has deposited Rs. 36,000/- vide receipt No. 39478224 dated 05.01.2026 under Water Act, 1974 and Rs. 36,000/- vide receipt No. 80409392 dated 05.01.2026 under Air Act, 1981.
Total fees deposited by unit after 31.03.2025 is Rs. 6,48,000/- under both the Acts.
Fees Calculation of unit against CA Value 1145.0 Lakhs is as under:-
Under Both Acts:
(a) for the time period from 01.04.2025 to 31.03.2026 = 36000+3600 = 39600 X 2 (Penalty @10% of 36000 being date of transaction 19.05.2025) = Rs. 79,200/-
(b) for the time period from 01.04.2026 to 31.03.2032 = 2x6x36000 = 5,04,000/-
(c) for the time period from 01.04.2032 to 20.02.2033 = 2x32400 = 64800/-
( on adding a, b and c = 79200+504000+64800 = 648000)
Therefore, the fees deposited by the unit is adequate upto 20.02.2033 under both the Acts.
The industry was visited by officer of this office on 06.01.2026 and observed as under:-
1. The industry was engaged in the process of manufacturing, printing and washing of blankets. During the visit industry was not in operation due to power disconnection of the unit.
2. The industry has installed 01 no. continuous printing machine, 01 no. continuous washing machine, 02 razing, 02 no. brushing, 02 polishing, 06 no. knitting machine, 06 no. stitching machines, 02 no. dryer inside the premises. The industry has now installed 04 soft flow dyeing machines of capacity 200 kg each inside the premises out of which 02 soft flow machines were found sealed.
3. The industry has installed the ETP based on physio-chemical treatment with components of equalization tank, Chemical dosing arrangement, Zig-Zag reaction channels, flash mixture, primary tube settler, biological tank, secondary tube settler, pre-filtration tank, sand filter, carbon filter. The industry has already submitted the feasibility report of the ETP mentioning the capacity of the ETP @ 150 KLD.
4. The industry had provided plantation area of about 2.5 acres in divisions for the disposal of its treated trade effluent as well as domestic effluent, which is adequate for disposal of proposed discharge of 150 KLD.
5. The industry has installed one boiler of steam generation capacity 4.0 TPD and one thermo-pack of capacity @ 1500 U with separate cyclones as APCD alongwith common stack of separate cyclones as APCD alongwith common stack of adequate height.
6. The unit was surprisingly visited on 03.11.2025 by the PPCB surprise team constituted by the competent authority of the Board and air emission sample was collected from the porthole provided at common stack of boiler installed by the unit. As per the result received from the Lab, concentration of SPM was found as 211 mg/Nm3, which is within the limits prescribed by the Board.
7. The industry has provided 3 DG sets of capacity 360 KVA, 250 KVA and 125 KVA equipped with canopies and adequate stack heights.
8. The industry has already submitted the CLU obtained from the STP Ludhiana vide no. 2558/STP(L)/TWT2A dated 08.07.2011, in which it is mentioned that site falls in Industrial Zone as per Master Plan, Ludhiana (2007-2021).
9. TDCO bearing book No. 501 and serial No. 95 dated 28.11.2025 issued by PSPCL for disconnection of electricity supply is attached.
In view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for production of mink blankets @ 2500 number/day & dyeing of knitted cloth @ 2400 kg/day with discharge of trade effluent @ 150 KLD onto land for plantation after treatment in ETP may be decided to the industry for the short period of six months with general conditions and special conditions.
