File Note: A. It is submitted that HCF is a 15 bedded hospital. B. Earlier, the HCF was granted consent to operate under the Water Act, 1974 and Air Act, 1981 which were valid upto 31.12.2025. The HCF was granted authorization under Bio-Medical Waste Management Rules, 2016 for 15 beds which is valid upto 04.04.2028. C. Now, HCF has applied for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for operation of HCF for discharge of domestic effluent @ 0.3 KLD into the sewer and 01 D.G. set of capacity 25 KVA with canopy. D. The HCF has deposited consent fee Rs. 5400/- vide R No. 174101962 dated 26.12.2025 and fee Rs. 600/- vide R No.480397962 dated 31.12.2025 under the Water Act, 1974, and Rs. 5400/-vide R No. 312425713 dated 26.12.2025 and fee Rs. 600/- vide R No. 983969425 dated 31.12.2025 under the Air Act, 1981 which is adequate upto 30.12.2028. E. Accordingly, the HCF was visited by the JEE of this office on 07.01.2025 and it was observed that: - 1.The HCF is having only 15 beds in its premises. 2.The HCF has made an agreement with M/s Medicare Environmental Management Pvt. Ltd. which is valid up to 30.03.2026 for 15 beds only. 3.The HCF has provided color coded bags for proper segregation of Bio-medical Waste. 4.The HCF has provided storage room for storage of Bio-medical Waste with lock and key facility 5.The HCF has provided needle shredder. 6. The HCF is located within M.C. limit, hence as per Board's notification no. 452 dated 07.08.2020 the HCF has not required to install ETP/STP for treatment of waste water. 7.The HCF has submitted a declaration regarding the HCF is having only 15 beds. 8.The HCF has provided 01 D.G. set of capacity 25 KVA with canopy and adequate stack height The HCF is complying with the provisions of the Air Act, 1981, Water Act, 1974 and BMW Rules, 2016. Keeping in view of above, it is recommended that consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF upto 30.12.2028 with suitable conditions and special conditions that: - 1. This BMW authorization is valid for 15 beds only. 2. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility immediately before its expiry. 3. The HCF will apply for fresh authorization under Bio-Medical Waste Management Rules, 2016, if it increases its bed capacity or dental chairs. 4. The HCEs located in the towns/cities, where terminal STPs have been installed, shall get the sample of wastewater (combined domestic and chemical liquid waste) analysed from the laboratory of the Board/State water laboratory for the parameters such as pH, TSS, Oil & Grease, BOD, COD and Bio assay and submit the same to the Board and if the sample is found not confronting to the standards as mentioned in the Schedule-II of BMW Rules, 2016, the HCFs shall be bound to install adequate and appropriate treatment system to achieve the said standards. competency: EE
