It is submitted that the project proponent was granted Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2022/18301559 dated 26.04.2022, valid till 31.12.2025 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2022/18301544 dated 11.04.2022, valid till 31.12.2025 for operation of Hospital for 65 beds capacity with certain conditions.
The project proponent was granted authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/SAS/2025/27566019 dated 24.01.2025, valid till 31.12.2025 for 65 beds.
Now, the project proponent has applied renewal of Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operation of Hospital for 65 beds capacity along with requisite documents.
The HCF has deposited consent fee of Rs. 50000/- vide UTR no. HDFCN52025121763948197 dated 17.12.2025 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 50000/- vide UTR no. HDFCN52025121763942389 dated 17.12.2025 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 31.12.2030 as per order no. 299 dated 01.07.2016.
The project proponent has submitted agreement with CBWTF for lifting of biomedical waste, which is executed on 04.12.2025, valid till 03.12.2028.
The project proponent has submitted analysis report from private Lab i.e. Environ Tech Laboratories and the sample was collected on 17.12.2025 and the results are as under:

The project proponent has submitted compliance report of the previous Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to it.
The hospital was visited by under-signed on 05.01.2026 and during visit, it was observed as under:
1) The hospital has provided 65 beds. The detail of Floor wise bed is as under:
a. Ground Floor – 4 no. beds
b. First Floor – 10 no. beds
c. Second Floor – 19 no. beds
d. Third Floor – 12 no. beds
e. Fourth Floor – 13 no. beds
f. Dialysis Section – 7 no. beds
Total- 65 beds
2) The hospital has provided a final storage room for the storage of bio-medical waste and a separate final storage room for storage of general waste. The bags stored in the room were checked and it was observed that the segregation was proper.
3) The hospital has installed a 2 no. DG sets of capacity 250 KVA & 125 KVA with canopy and adequate stack height.
4) The hospital has installed a ETP of 5 KLD capacity for the treatment of waste-water generated from OT, Lab and Autoclave room and the same was in operation during visit. The waste-water after treatment is disposed off into MC sewer. The hospital is maintaining record of operation of ETP. The hospital has provided energy meter & water meter at the outlet of ETP and the reading of the same was noted as 3833.2 kWh and 598.93 KL. As per record maintained by the hospital approx. 3 KLD of wastewater is treated.
5) The hospital has made agreement with CBWTF operator M/s Rainbow Environments Pvt. Ltd., Mohali for treatment and disposal of bio-medical waste.
In view of above, it is recommended that Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2030 with suitable and additional conditions.
1) The hospital shall operate the ETP regularly to ensure the standards as prescribed under BMW Rules, 2016.
2) The hospital shall ensure the compliance of the BMW Rules, 2016, at all times.
