PWRDA Permission:
The industry has obtained permission for ground water abstraction @ 1200 KL/Month from PWRDA vide no. GW/PWRDA/06/2024/L1/219 dated 28.06.2024, which is valid upto 27.06.2027.
TOR Exemption:
The Ministry of Environment, Forest and Climate Change (MoEF & CC) has issued a notification dated 07/06/2024, stating that the Standalone rolling or re-rolling or extrusion or piercing or forging or drawing units not involving any type of melting or pickling are exempted.
Visit:
The industry was visited by the undersigned on 02.01.2026 and Sh. Rajinder
Kumar (Partner), was contacted. During visit, it was observed as under:
1. The industry was in operation.
2. The industry has installed 1 no. reverberatory furnace of capacity 18 TPH which was in operation. It has installed cyclone followed by wet scrubber as APCD and same was found in operation.
3. The industry has submitted the stack emission analysis report of sampling carried out by officers of this office on 09.12.2025 and as per the analysis results, the concentration of SPM analyzed as 67 mg/Nm3 which is within the permissible limits as prescribed by the Board.
4. The industry is using wood pellets @ 1.5 TPH as fuel in its furnace.
5. The industry has installed ERW pipe manufacturing unit and no emissions/trade effluent is generated from this unit.
6. The industry has installed 3 no. tube mills and 3 no. welder machines.
7. The industry has installed 1 no. DG set of 120 KVA capacity with adequate stack height.
8. The industry has installed 1 no. borewell with flow meter in its premises.
9. The industry is taking the water into recirculation and hence, no trade effluent is generated.
10. Domestic effluent is being discharged onto land for plantation after passing through septic tank.
11. The industry has stabilized its movement area with interlocking tiles.
12. The PNG pipeline is passing in front of the industry; however, the gang box/stone marker is still about 10 meters from the industry. Therefore, the pipeline is yet to be laid down fully to the industry.
Fuel Policy:
With regard to the Hon’ble NGT orders, it is respectfully highlighted that in OA No.
924/2019, the Hon’ble Tribunal directed that industries — particularly rolling mills using
coal — must shift to PNG, and non-compliant units be closed till such compliance. The
relevant portion of the order states:
“In the context of directions to shift rolling mills from coal to PNG, we direct the State PCB to ensure that if such shifting does not take place, the non-compliant units be closed till compliance. This should apply not only to rolling mills but also to other similarly placed industries operating on coal…”
In the present case, the subject industry is engaged in manufacturing of Bars Flat and ERW pipes by using biomass pellets, which is a cleaner fuel alternative. Therefore, the said NGT directions primarily applicable to coal-based units are not directly applicable in this case. Hence, this office is of the considered opinion that the industry’s current fuel (biomass pellets) is in conformity with the State’s fuel policy dated 04.10.2023, and there is no non- compliance under the relevant NGT directions
Recommendations:
In view of the facts mentioned above, if approved, it is recommended as under:
1. The renewed consent to operate under the provisions of the Water Act, 1974 for manufacturing of Bars Flat @ 18 T/Hour and ERW Pipes @ 480 MTD by using Billet/Ingot @ 20 TPH and Flat Bar @ 491 MTD as raw material may be granted for a short term upto 30/06/2026 subject to the suitable conditions and additional conditions as under:
a) The industry will not generate and discharge any trade effluent without obtaining prior written permission of the Board.
b) The industry shall be bound to comply with the directions of Hon’ble NGT in the matter of O.A. no. 1358 of 2024 titled as Archit Arora Vs State of Punjab & Ors. as well as directions issued by the Board from time to time in the stipulated time period.
c) The industry shall not undertake expansion without obtaining approval from the Board.
d) The industry shall not increase its working hours as well as production of the rolling mills without obtaining prior permission of the Board.
e) The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
f) The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
g) The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
h) The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
2. The renewed consent to operate under the provisions of the Air Act, 1981 for manufacturing of Bars Flat @ 18 T/Hour and ERW Pipes @ 480 MTD by using Billet/Ingot @ 20 TPH and Flat Bar @ 491 MTD as raw material may be granted for a short term to the industry upto 30.06.2026 subject to the suitable conditions and additional conditions as under:
a) The industry shall not use coal as fuel in its furnace under any circumstances.
b) The industry shall be bound to comply with the directions of Hon’ble NGT in the matter of O.A. no. 1358 of 2024 titled as Archit Arora Vs State of Punjab & Ors. as well as directions issued by the Board from time to time in the stipulated time period.
c) The industry will operate & maintain its air pollution control device (APCD), regularly and efficiently, so as to achieve the stack emission standards, consistently as prescribed by the Board/ MoEF&CC as amended from time to time.
d) The industry shall ensure that no black smoke should be emitted from the stack of the industry at any time.
e) The industry shall not undertake expansion without obtaining approval from the Board.
f) The industry shall not increase its working hours as well as production of the rolling mills without obtaining prior permission of the Board.
g) The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
h) The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
i) The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
j) The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
