A. It is submitted that HCF is a 05 bedded hospital.
B. Earlier , the HCF was granted authorization under Bio-Medical Waste Management Rules, 2016 for 05 beds which is valid upto 30.09.2030 for discharge of domestic effluent @ 03 KLD onto land for plantation after treatment through ETP-CUM-STP.
C. Now, HCF has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for operation of HCF for discharge of domestic effluent @ 03 KLD onto land for plantation after treatment through ETP-CUM-STP and 01 D.G. set of capacity 40 KVA with canopy.
D. The HCF has deposited consent fee Rs. 14000/- vide R No. 16791592 dated 17.12.2025 under the Water Act, 1974, and Rs. 14000/-vide R No.444461457 dated 17.12.2025 under the Air Act, 1981 which is adequate upto 31.03.2030.
E. Accordingly, the HCF was visited by the JEE of this office on 08.01.2026 and it was observed that: -
1.The HCF is having only 05 beds in its premises.
2.The HCF has made an agreement with M/s Medicare Environmental Management Pvt. Ltd. which is valid up to 31.01.2028 for 05 beds only.
3. The HCF has provided color coded bags for proper segregation of Bio-medical Waste. 4. The HCF has provided storage room for storage of Bio-medical Waste with lock and key facility
5.The HCF has provided needle shredder.
6.The HCF has installed ETP-cum-STP of capacity 03 KLD. The HCF has submitted completion certificate of ETP-cum-STP.
7.The HCF is discharging its liquid waste onto land for plantation after treatment through ETP-cum-STP.
8.The HCF has submitted a declaration regarding the HCF is having only 05 beds.
9.The HCF has provided 01 D.G. set of capacity 40 KVA with canopy and adequate stack height. The HCF is complying with the provisions of the Air Act, 1981, Water Act, 1974 and BMW Rules, 2016. Keeping in view of above, it is recommended that fresh consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the HCF upto 31.03.2030 with suitable conditions and special conditions that: -
1.This Consent is valid for 05 beds only.
2.The HCF shall submit effluent sample (combined liquid and domestic effluent) analyzed from Govt. or the Board lab within one month.
3.The HCF shall ensure to comply with the effluent standards as notified under Bio-medical Waste Management Rules, 2016.
4.There is no claim of continuation of HCF in present premises on the basis of this authorization. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.
5.The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
6.The HCF shall obtain other statutory approvals required from other departments, if any.
7.The HCF shall submit annual return of the calendar year before 30 June.
8.The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 9.The HCF shall constitute in house Bio-medical Waste Management committee as per Bio-Medical Waste Management Rules, 2016.
