It is submitted that the project proponent has applied fresh Consent to establish (NOC) under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Hydraulic Hose Assembly @ 10000 No./day and Tube Assembly @ 10000 no./day along with requisite documents under green category.
The project proponent has submitted brief project report, as per which the proposed project cost is Rs. 7.82 crore. The project proponent has deposited Rs. 18,500/- vide R no. 120477659 dated 29.11.2025 as NOC fee, which is adequate.
The project proponent has submitted land use classification issued by DTP vide letter no. 2234 dated 05.12.2025, as per which the site falls under Existing Industries Zone and Existing/Proposed R-3 and also falls under FEZ area, which is suitable for such type of industries.
The project proponent has submitted lease deed executed on 30.06.2025 between Mirage Toughened Glasses Private Limited and M/s Jayem Auto Industries Private Limited, which is valid till 15.02.2028.
The project proponent has submitted Memorandum of Articles of Association of Jayem Auto Industries Private Limited.
The project proponent has submitted approved site plan from the Competent person under Factory Act.
The project proponent has submitted manufacturing process which is as under:
Incoming Raw Material (Rubber & Chemicals) – Storage --Movement to production floor -- Internal Mixing -- Compound Storage -- Tubing (Lining) – Knitting – Covering -- Green hollow cutting -- Mounting on mandrels -- Washing & cleaning -- Hose Cutting -- Visual Inspection – Packing -- Pre - dispatch inspection – Dispatch.
The site was visited by undersigned on 08.01.2026 and during visit it was observed as under:
1. The site is situated in Village Kuranwala, Derabassi.
2. The building of the industry has already been constructed. The industry has not installed any proposed plant and machinery.
3. No trade effluent will be generated from the process. The domestic effluent generated from the process will be utilized onto land for plantation after passing through septic tank.
4. There is no source of air emission generation except DG set.
5. The project proponent has proposed to install 3 no. of DG sets of capacity 250 KVA, 125 KVA and 335 KVA with canopy and adequate stack height.
6. The site was found suitable for establishment of such type of unit.
In view of the above, may if approved, the consent to establish/NOC may be granted under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for one year with suitable conditions and additional conditions as under:
1. The industry shall not operate its unit till it obtains valid ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 and authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
2. The industry shall submit approved site plan from the Competent Authority.
3. The industry shall not carry out any activity in its premise, which can change the category of unit from Green to Orange/Red, without prior permission from PPCB.
4. The industry shall maintain the record of fresh water consumption.
5. The industry shall not discharge any effluent at any time or any other unauthorized place by any unauthorized means.
6. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances/ permissions from all other concerned departments.
7. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time.
