It is submitted that the industry is large scale red category unit and was granted 'Consent to Operate' under the Water Act, 1974 vide no. CTOW/Renewal/LDH2/2025/27307829 dated 03.02.2025 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH2/2025/27308845 dated 03.02.2025 both valid upto 02.02.2026 for the manufacturing of CRCA/HROP @ 500 MT/day & Tube Mill (ERW) @ 84 MTD with special condition that the industry shall also obtain Environmental clearance as per notification no. S.O. 3250(E) dated 20th July, 2022 issued by MoEF&CC, New Delhi and shall submit a copy of the same before 30.06.2024 to the Board.
Now, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 14760.27 Lacs as on 31/10/2025 as per CA Certificate dated 21/11/2025, which is adequate upto 31/12/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018. The industry has deposited NOC Regularization fee for increase in the fixed assets.
The industry was visited on 31.12.2025 by the team comprising Environmental Engineer and AEE as per the protocol visits roster and it was observed as under:
1. The industry was operational and engaged in the process of manufacturing of steel sheets after pickling using HCl, rolling and annealing (LPG fired).
2. The industry has installed ETP (ZLD based) for treatment of trade effluent generated from the pickling. The industry has provided physico chemical based ETP provided with 2 collection tanks of spent acid (10 Kl) and rinsing water. The treated effluent from the ETP is sent to RO plant, from where RO permeate is reused in the process and RO reject is sent to MEE. The sludge generated from MEE and ETP plant is stored in bags after drying. The industry has installed water meter at necessary points.
3. The industry is maintaining a record of fresh water consumption and effluent treated as well as hazardous waste. The industry has made an agreement for disposal of ash.
4. The industry has installed 2 boilers each 3 T capacity (1 HSD fired-standby and 1 briquette fired–in operation) provided with APH, Twin cyclone, HRU, water scrubber as APCD, which was fully operational. During visit, 01 no. stack emissions sample from port hole of stack was collected on 31.12.2025. As per the analysis results, SPM is reported as 231 mg/Nm3 against the prescribed standards of 250 mg/Nm3 and acid mist from pickling section was BDL.
5. The industry has provided alkali based water scrubber as APCD to treat the acid fumes generated from the pickling process, which was operational during the visit.
6. The industry has provided DG sets of capacity 1250 KVA and 500 KVA with canopy and adequate stack height.
7. The industry has provided 02 no. hazardous waste storage rooms, one common for 5.1 and 5.2 category and other for 35.3 and 3.1 category. 556 bags (12244 kg of 35.3 category and 460 kg of 3.3 category was lying stored. 4 drums of category 33.1 and 3010 ltr. of 5.1 and 140 kg of 5.2 category was lying stored during the visit.
8. Synthetic oil is used in mills (tube mills and 4 hi and 6 hi mills) and waste oil generated is lifted to JP Plastic, Ludhiana.
9. There are 500 persons working in the industry in 3 shifts and domestic effluent generated is being discharged into the sewer.
10. The industry has already obtained Terms of Reference (ToR) on 21.08.2023 for obtaining Environmental clearance as per notification no. S.O. 3250(E) dated 20th July, 2022 issued by MoEF&CC, New Delhi.
11. Now, the industry has obtained Environment Clearance vide no. EC24A1012PB5692391N dated 02.01.2025.
12. The industry has already submitted the revised building plan approved by Er. Mandeep Singh Saini competent person approved under the Factories Rule, 1952.
13. The industry has already shifted the ERW Tube mill machinery from existing shed to the new shed constructed at site.
In the subject cited case, the industry has mentioned ground water extraction @ 170 KLD. Considering 25 working days per month, ground water extraction will be 4250 KL/month, which is more than exempted quantity. The industry has obtained permission for ground water extraction from PWRDA vide no. GW/PWRDA/06/2023/L3/16 dated 20.06.2023 valid upto 19.06.2026.
It is therefore recommended that 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed for 31/03/2029 with suitable conditions as per policy of the Board.
