Whether the project proponent has submitted the revised / final layout plan duly approved by the competent authority under the PUPDB Rules, incorporating the earmarked 15-metre-wide green buffer / green belt towards the poultry farms, as required under the special conditions of the earlier CTE and subsequent extension? Reply: The layout plan as per which development is done is attached herewith. 2. Whether the 15-metre green belt along the side of the poultry farms, as specified to be developed over the land falling in Khasra No. 8 (4-0), 9 (4-0), 10 (4-13), 1572/7 (3-4), 1573/7 (0-16), has actually been developed at site? Reply: The project has left the area for to be developed as per 15 m green belt. However, no plantation has been initiated at site yet. 3. Whether the plantation area proposed to be developed as per Karnal Technology for utilization of treated effluent after STP has been identified, stabilized and developed in consonance with the stage of physical development of the project and whether the said land remains exclusively earmarked for this purpose? Reply: The project has proposed to use the 15 m green belt and green area under parks to be developed as per Karnal Technology, which has been left by the project. However, no plantation has been initiated at the site yet. Further, the project has left the areas under parks for Karnal Technology as per the consent condition no. 10 of consent to establish certificate no. CTE/Fresh/PBIP/SAS/2023/2311872113 dated 19.12.2023. however, the values of development have changed from 3036 sqm of green area and 5060 sqm of green belt to 4162 sqm of green area and 4014 sqm (15 m x 267.6 m) of green belt. 4. Whether construction of residential units / houses has commenced at site. In case the construction activity has begun, whether the required plantation areas (including green belt and Karnal Technology plantation) will be fully established and functional prior to or concurrently with occupation / commissioning of dwelling units? Reply: As of the date of visit, no construction of houses has been initiated at site. 5. In case the plantation development is still pending, whether a realistic timeline and implementation plan exists? Reply: The project has not submitted the timeline or implement plan. However, the project has not yet obtained the CTO and applying for CTE to complete the development of the colony in all aspects. 6. The RO is further required to certify whether the overall physical and financial progress of the project is commensurate with the progress made toward provision / installation of environmental safeguard measures, including STP, treated effluent reuse system, plantation areas and solid waste management facilities, strictly as required under the conditions of CTE. Reply: As per the site during visit, the laying of sewer and dual plumbing has been done. The development of the roads was under progress and paving of the roads was not initiated at site. In case of STP, the construction of the top slab of the collection/treatment RCC tanks and installation of machinery was due. In view of above, the application may be considered and extension in consent to establish may be granted with additional condition as per the observation no. 03, please.
