It is submitted that the industry was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2021/17541724 dated 01.02.2022, valid till 31.12.2025 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2021/14520619 dated 01.02.2022, valid till 31.12.2025 for the manufacturing of Auto Parts @ 1667 Numbers/Day by using CR Sheet 0.36 MT/Day, Flat\Bar 4.88 MT/Day, MS Pipe 1.53 MT/Day, Angle\Channel 1.51 MT/Day, HR Sheet\Plate 0.89 MT/Day and Round 0.34 MT/Day as a raw material subject to certain terms and conditions mentioned therein.
Thereafter, the site was visited by the officer of the Board on 03.08.2023 and the industry was violating the provision of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry was issued show cause notice alongwith an opportunity of personal hearing before the Chief Environmental Engineer on 06.12.2023, wherein, it was decided as under:
1) The industry shall submit bank guarantee amounting to Rs. 2 Lakhs within 7-days in the O/o Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar as an assurance to comply with pollution control laws at all the times.
2) Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar shall visit the industry to verify the compliances made by the industry, monitor the STP and thereafter send the report alongwith clear cut recommendations.
In compliance of hearing decision, the project proponent has submitted bank guarantee amounting to Rs. 2 lakh vide bearing no. 015BG01260010001 dated 01.01.2026, valid till 31.12.2027
In order to check the compliance, the site of the industry was visited by the AEE of this office on 24.01.2024, during visit, it was observed as under:
1. The industry is engaged in manufacturing of tractor parts and is in operation.
2. No wet process is being carried out by the industry in its premises.
3. The industry has installed an STP for treatment of domestic effluent being generation from its premises.
4. The STP installed by the industry was now found in operation during visit. Further, the industry has now significantly improved the overall housekeeping of STP area from last visit.
5. The industry has now started using treated wastewater for plantation purpose inside its premises. The industry has now developed any green area in 2 no. patches for utilization of treated domestic effluent. Further, development of another green area on backside of the unit was under progress
6. The industry has now disconnected its domestic effluent which was earlier connected to storm water drain of Hansa Park.
7. The industry has installed one tubewell in its premises and flow meter has now been provided with the same. The representative of the industry was advised to start maintaining record of the readings of the same.
8. The industry has now installed environmental data board at entrance by the unit.
9. During visit, the effluent samples were collected and analysis results as obtained from Head office Lab, Patiala and the results are as under:
pH @ 7.6 , TDS @ 1910 mg/l, TSS 82 mg/l COD 280 mg/l and 115 @ BOD mg/l and Oil & Grease @ 7.4 mg/l Thus, it is clear that the project proponent is conforming to the prescribed general parameters, except BOD, which is slightly on a higher side.
From above, it is clear that the industry has made significant improvement and compliance to the observations made during the previous visit. However, as per the analysis results, the value of BOD parameter is 115 against the prescribed limit of 100 mg/ltr., which is slightly on a higher side.
Thereafter, the industry was earlier issued advisory notice vide ZO letter no. 24 dated 01.04.2024. the site of the industry was visited by AEE of this office on 09.05.2024, during visit, it was observed as under:
1. The industry is engaged in manufacturing of tractor parts and is in operation.
2. No wet process is being carried out by the industry in its premises.
3. The industry has installed an STP for treatment of domestic effluent being generation from its premises.
4. The industry is treated wastewater is being used for plantation purposes inside the premise of unit.
5. The industry has installed one tubewell in its premises and flow meter has now been provided with the same.
6. The industry has now installed environmental data board at entrance by the unit.
7. During visit, the effluent samples were collected and the analysis results as obtained from Head office Lab, Patiala and the results are as under:
pH @ 7.8 mg/l, TSS @ 42 mg/l, COD @ 65 mg/l, BOD @ 21 mg/l and Oil & Grease @ BDL.
The results are within the prescribed limit of the Board.
Now, the industry has applied for obtaining renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of Auto Parts @ 1667 Numbers/Day by using CR Sheet 0.36 MT/Day, Flat\Bar 4.88 MT/Day, MS Pipe 1.53 MT/Day, Angle\Channel 1.51 MT/Day, HR Sheet\Plate 0.89 MT/Day and Round 0.34 MT/Day as a raw material alongwith requisite documents.
The project proponent has submitted CA certificate with the value of fixed assets of Rs. 34.29 crore. The industry has deposited Rs. 144500/- vide R No. 888194163 dated 08.12.2025 under Air Act, 1981 and Rs. 144500/- vide R No. 729438185 dated 08.12.2025 under Water Act, 1974. After deduction of NOC regularization fee, balance fee, the fee deposited by the industry is adequate upto 30.09.2029 under both acts.
The industry has submitted compliance report of the previous granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The site of the industry was visited by AEE of this office on 08.01.2026. During the visit, it was observed as under:
1. The site of the industry is located at Village Rampur Sainia, Tehsil Derabassi, Distt. SAS Nagar.
2. The industry has installed the machinery of the manufacturing of auto parts. The addition made in the machinery by installing new machinery are of non-polluting nature.
3. The industry has installed 3 shot blasting machine equipped with cyclone followed by filter house.
4. No trade effluent generated from the process. The domestic effluent generated from the industry is being disposed of onto green area after treated through STP. During visit, sample was collected and sent HO lab for analysis.
5. The industry has installed DG sets of capacity 50 KVA, 180 KVA and 450 KVA with canopy and stack of adequate height.
6. The project proponent has submitted bank guarantee amounting to Rs. 2 lakh and the same was valid till 31.12.2027.
7. The industry is complying with the various terms and conditions of the Consent to operate.
In view of above, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30.09.2029 subject to suitable conditions and the following additional conditions:
1. The industry shall obtain permission from PWRDA for abstraction of additional quantity of groundwater and shall comply with the guidelines issued by PWRDA from time to time.
2. The project proponent shall ensure that the project shall be in accordance to the provisions of Zoning plan/ layout plan as approved by the Department of Town & Country Planning/ Housing & Urban Development Department and shall comply with the stipulations of the CLU issued to it by HUD Department.
3. The industry shall not carry out any activity in its premises, which is covered under Red/Orange category, without obtaining prior written permission from the Board.
4. The industry shall not generate and discharge any kind of trade effluent from its process.
5. The industry shall keep its green area in good conditions, at all times.
6. The industry shall not dispose off the effluent outside its premises through any unauthorised mode, under any circumstances.
7. The industry shall not discharge the effluent into any drain/choe/nallah, in any case.
8. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / onto land for stagnation or into the ground, at any time, under any circumstances.
9. The industry shall install adequate and appropriate Pollution control devices simultaneously along with the main project, so as to contain the various pollutants in the effluent / emissions discharged by the Project Proponent within the prescribed limits of the Board.
10. The industry shall not install any source of air pollution like boiler/furnace etc. without obtaining NOC of the Board.
11. The industry shall not use any fuel except HSD for DG set, in its premises, without obtaining prior written permission of the Board.
12. The industry shall comply with the provisions of the Solid Waste (Management & Handling) Rules, 2016.
13. The industry shall comply with the provisions of the Hazardous Waste Management Rules, 2016.
14. The industry shall obtain permission from the concerned Department(s) and shall comply with the conditions of relevant permissions obtained by it from other related Departments (if any).
15. The Consent is being issued to the industry based upon the undertakings/documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
16. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter.
