File Note: It is submitted that earlier directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 were issued to the industry as well as to Punjab State Power Corporation Ltd. vide Zonal Office letter no. 2666-67 dated 08.08.2024 for temporary restoration of the electric connection of the industry upto 31.01.2025. Subsequently the industry has obtained auto renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 from the Board on dated 24/07/2024, valid upto 24/07/2029 which was curtailed to 31.01.2025 vide Board letter no. 2739-40 dated 12.08.2024. As the temporary restoration period has been elapsed, therefore PSPCL Authorities were contacted and the electric connection was disconnected vide no. 11005 dated 26.12.2025. Now the industry has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS along with request for restoration of the electric connection. The industry has submitted CA certificate dated 29.07.2025, the gross value of fixed assets of Rs. 32.85 Lakh as on 29.07.2025. The industry has already deposited Rs. 32400/- vide Receipt No. 84393 dated 24/07/2024 as consent fee under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 32400/- vide Receipt No. 173862091 dated 24/07/2024 as consent fee under Air (Prevention & Control of Pollution) Act, 1981, which it is adequate upto 24.07.2029 under both Acts. The industry was visited by officer of this office on 09.01.2026 and it was observed as under: - 1. The industry was not in operation due to disconnection. 2. The industry has installed 03 nos. jet machines, 01 no. stenter machine. 3. The industry has installed one no. wood fired thermopac of capacity 1500 U and multi-cyclone is provided as APCD. During visit wood was stored as fuel to be used in the thermopac. 4. The industry has installed ETP comprising of Collection Tank – Clarifloculator – Clarifier – Prefiltration Sump – Pressure Sand Filter – Activated Carbon Filter. 5. The industry has developed 1194 Sq. Yards of land as per Karnal Technology for the utilization of treated trade effluent. The industry has also provided land in the shape of gardening having approx. area 311 Sq.Yards for the utilization of treated trade effluent. Keeping in view of above, it is recommended that: 1. Directions u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to the Punjab State Power Corporation Ltd. authorities for temporary restoration of electric connection of industry upto 06 months. 2. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 of the industry may be granted upto 06 months. Competency Consent : Senior Environmental Engineer Directions : Chief Environmental Engineer with concurrence from Hon'ble Chairperson.
