File Note: It is submitted that the industry was granted Consent to Operate' under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/PTA/2025/28160430 which is valid up to 30/09/2025 for manufacturing of Pellets for Non-Torrified @ 150 Metric Tonnes/Day Pellets by using Paddy Straw @ 184.65 Metric Tonnes/Day, Sugar Cane Molasses @ 17.70 Metric Tonnes/Day, Mustard Waste, @ 8.40 Metric Tonnes/Day, Cotton Waste @ 7.95 Metric Tonnes/Day, as raw material under orange category as special condition that the industry shall get its air emission sample analysed from Boards Lab/NABL accredited Lab, within 7 days and submit the same in this office, immediately. Now, the industry has applied for renewal 'Consent to Operate' under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Pellets for Non-Torrified @ 150 Metric Tonnes/Day Pellets by using Paddy Straw @ 184.65 Metric Tonnes/Day, Sugar Cane Molasses @ 17.70 Metric Tonnes/Day, Mustard Waste, @ 8.40 Metric Tonnes/Day, Cotton Waste @ 7.95 Metric Tonnes/Day, as raw material under orange category through OCMMS. The industry has already deposited consent fees of RS.90,000/- vide Receipt No. 283630197 dated 05.02.2025 and the industry has also deposited the balance consent fee of ₹14,400/- vide Receipt No. 922212246 dated 22.12.2025 along with a penalty of 10% amounting to 2,160/-, and NOC regularization fee of ₹8,400/- vide Receipt No. 922212246 dated 22.12.2025 under the Air (Prevention & Control of Pollution) Act, 1981 against the value of fixed assets Rs. 1127.77 lakh as on 20.11.2025 as per CA certificate submitted by the industry. which is adequate upto 30.09.2029, as per officer order dated 29.10.2018. The industry has submitted compliance report of the Air (Prevention & Control of Pollution) Act, 1981. The industry was visited by the undersigned along with the JEE of this office on 08.01.2026 and the following observations were made: 1. The industry was in operation. 2. The industry has installed 2 no. machines which includes biomass shredder, drier to reduce moisture, hammer mill, mixture, pellet machine, vibrating screen. 3. The total capacity of the plant at present is 150 TPD. 4. The industry has installed bag filter with biomass shredder, another pulse jet bag house with hammer mill and cyclone with dryer as APCD with stacks of adequate height. 5. The industry has installed D.G. set of capacity 50 KVA with canopy and adequate stack height. 6. The industry has submitted the analysis report of the stack emission sample analyzed by EVAPO TECH, a NABL-accredited environmental testing laboratory, and the results were found to be within the prescribed limits of 89 mg/Nm³ as laid down by the Board. The unit is complying with the provisions of under the Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and control of Pollution) Act, 1981. In view of the above, it is recommended that the renew 'Consent to Operate' Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2029 for manufacturing of Pellets for Non- Torrified @ 150 Metric Tonnes/Day Pellets by using Paddy Straw @ 184.65 Metric Tonnes/Day, Sugar Cane Molasses @ 17.70 Metric Tonnes/Day, Mustard Waste, @ 8.40 Metric Tonnes/Day, Cotton Waste @ 7.95 Metric Tonnes/Day, as raw material under orange category with usual conditions and special condition as under: 1. The industry shall apply for the varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 if it increases its machinery/production. 2. The industry will submit building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952. 3. The industry will comply with all the conditions mentioned in the DTP vide letter no. 461 DTP/ RTB-1 dated 29.02.2024 issued to this office. 4. The industry shall obtain necessary statutory permissions/clearances from all other concerned departments. 5. The industry shall not install any boiler/furnace in its premises without prior permission of the Board. 6. The industry shall not install any other machinery resulting in generation of trade efluent/source emissions without prior permission of the Board. 7. The industry will comply with CPCB guidelines for grant of fiscal incentive for such type of units. 8. The industry will amend its APCD as per amendment (if any) in policy of the Board. 9. The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board 10. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF&CC and shall be bound to upgrade/replace the APCD to achieve such revised standards. 11. This consent has also been granted based on the undertaking submitted by the industry, therefore, in case during the visit to the industry in future, the entire contents of the undertaking or any part of the said undertaking are found false and action shall be taken to revoke/cancel this consent without issuance of any further notice/opportunity 12. The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken.
