File Note: Kindly peruse the note on background of the industry submitted by EE, ZO. On examination of the facts placed therein, it is submitted that the industry has applied for grant of Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, and has submitted all requisite documents, including a valid Chartered Accountant certificate indicating gross assets of Rs. 18.92 crore. During conduct of visit by the officer of the Board on 11.11.2025, the unit was found operational and running its ETP regularly, with proper maintenance of records relating to chemical consumption, energy use, effluent flow and sludge generation as reported by EE, ZO. The average trade effluent generation was observed to be in the range of 200 to 220 KLD. The industry has developed adequate plantation area for utilisation of treated wastewater. Effluent samples collected on 19.06.2024 and 24.07.2025 were found complying with the prescribed standards, and stack emission monitoring conducted on 24.07.2025 revealed concentration of particulate matter is 96 mg/Nm³, which is within the permissible limits. It is further submitted that as per Office Order dated 23.09.2025, compliance in two effluent samples qualifies an industry for permanent restoration of electricity, even though the said samples were collected during different periods of temporary restoration. The electric supply of the unit disconnected, as confirmed by PSPCL on 05.01.2026. In view of facts mentioned above, It is recommended that Consent to Operate under the Water Act, 1974 and the Air Act, 1981 be granted to the industry up to 30.06.2028. It is further recommended that directions be issued to PSPCL for permanent restoration of the electricity connection. Competency for grant of consent vests with the Chief Environmental Engineer, and permanent restoration of electricity requires concurrence of the Chairperson.
