It is submitted that the application submitted by M/s Hotel King Virat, GT Road, Dasuya, District Hoshiarpur, for grant of Consent to Operate (CTO) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 has been scrutinised. The unit was visited on 06.01.2025 by the undersigned along with Er. Tarundeep Singh, AEE, in reference to the previous e-noting.
At the outset, it is submitted that during scrutiny of the present application and documents uploaded online, the following deficiencies / observations have been noticed:
1. STP feasibility report / detailed wastewater treatment and disposal plan has not been submitted.
2. Latest CA certificate regarding un-depreciated value of fixed assets has not been uploaded.
3. Proof of date of commissioning of the unit has not been submitted.
4. Partnership deed / Memorandum of Association / Proprietorship certificate, as applicable, has not been submitted.
5. Land ownership documents for the premises on which the unit is operating have not been submitted.
Further, it is submitted that in the present application, the unit has applied for CTO for operation of 20 rooms and 02 banquet halls only. However, during the above-said visit, it was observed that the facility is developed and operational as a large leisure/hospitality establishment, comprising 30 rooms, 02 banquet halls, one restaurant and a separate bar area, which is beyond the scope of the present application.
During the visit, the following observations were made:
1. The unit was found operational at the time of visit.
2. The unit consists of 30 rooms, 02 banquet halls (capacity approx. 200 persons), one restaurant and one separate bar area, whereas the present CTO application covers only 20 rooms and 02 banquet halls.
3. The unit has installed 02 DG sets of 125 kVA each with canopy. However, one DG set was found non-operational and was observed with inadequate stack height, while the other DG set was found with adequate stack height.
4. The unit has 03 tubewells installed without water meters and without maintaining any record of water extraction. No permission from PWRDA was produced during the visit. However, in the present application, the unit has declared only one tubewell.
5. The unit has installed a 15 KLD STP based on MBBR technology and produced a completion certificate during the visit. However, the STP is installed at the rooftop without any proper approach. Due to non-availability of approach, the operational status of the STP, installation of inlet/outlet water meters and other compliance aspects could not be verified.
6. In the present application, the unit has stated that the treated wastewater is reused for flushing and remaining is utilised for horticulture. However, during the visit, the representative of the unit stated that the treated wastewater is being transported through tanker and disposed of on an unknown land located approximately 4–5 km away, which is contrary to the declaration made in the application.
7. No rainwater harvesting system was observed at the premises.
8. Solid waste generated from the premises is being lifted by MC Dasuya through a private/third-party vendor, and receipt regarding the same was produced during the visit.
In view of the above deficiencies in the application and the discrepancies observed during the site visit, it is recommended that the unit may be issued a Show Cause Notice for refusal of the present CTO application under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. |
