It is submitted that the industry is small scale orange category unit. Earlier the plant has granted Consent to establish (NOC) under the Water Act, 1974 and Air Act, 1981 vide no. CTE/Fresh/LDH4/2025/30070297 dated 04.11.2025, which is valid upto 03.11.2026 with suitable and special conditions mentioned therein for manufacturing of PREMIX @260T/Hour, READY-MIX CONCRETE CEMENT @60m3/h, TILES/INTER-LOCKING PAVOR/CURVE STONE ETC. PRODUCTS @10000Numbers/Day, CURVE STONE, BRIDGE, PAVER & TILES @250Numbers/Day by installing drum type hot mix plant provided with Gravity Dust Settling Chamber and Water Scrubber as APCD and Batch type hot mix plant In-built bag house filter as APCD.,........... Now, the plant has applied for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for manufacturing of Premix @ 120 T/hour, Tiles/Interlocking Pavor/Curve Stone Etc. Products @ 10000 N/Day and Curve Stone, Bridge, Paver & Tiles @ 250 N/Day by installing Hot mix Plant with Dryer Drum provided with Gravity Dust Settling Chamber and Water Scrubber as APCD, 02 no. Bitumen burners and mixture plant and 02 no. D.G. of capacity 125 KVA and 25 KVA with canopy. The plant was visited by the officer of this office on 06.01.2025 and it was observed as under:- 1. The site is located in the revenue estate of Village Ghungrana, Tehsil and District Ludhiana. 2. The PP has installed a Drum type Hot mix plant with 02 bitumen heater, Ready-Mix Concrete plant and an interlocking tiles plant. A Batch type hot mix plant with 01 bitumen heater is under installation. 3. The Project Proponent has installed dust settling chamber followed by water scrubber as APCD with drum type HMP. The industry has installed bag filter house followed by water scrubber as APCD with the proposed Batch type hot mix plant. 4. The Project Proponent will use water in the process and recirculation system, thus no trade effluent will be generated from the process. The project proponent will be discharged of domestic effluent @ 0.4 KLD onto land for plantation after septic tank. 5. The project proponent has installed 02 D.G sets of capacity 125 KVA and 25 KVA along with canopy and stack of adequate height. 6. The industry has submitted the layout plan approved by the Competent Person. 7. ,........ In view of above it is recommended that the Consent to Operate under the Water Act, 1974 and Air Act, 1981 may be granted to the plant upto 30.09.2030 with suitable conditions as per policy of the Board and special conditions as under:- 1. The PP shall comply with the conditions imposed by the DTP, Ludhiana vide his letter no. 2057 DTP(L) M2A dated 13.08.2024. 2. The project proponent shall ensure to control the Environmental pollution and shall comply with the code of practice prescribed/SOP by the Board for such units.
