Subject: Application for obtaining fresh 'Consent to Operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 – M/sAnantvir Autocast Pvt Ltd, Chandigarh Ropar Road Kurali, Roopnagar,
Reference: Industry Online Application ID30242809 (W) 30242806 (A).
It is submitted that the project proponent was granted consent to establish (NOC) of the Board vide no. CTE/Fresh/RPN/2023/24027182dated 27/12/2023valid upto 07/11/2024for manufacturing of Tractor Parts and Automobile Parts @ 60 MTD by using Iron Scrap @ 75 MTD as raw material, which was further extended upto 12/12/2025 with suitable conditions mentioned therein.
Now, the project proponent has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & under the Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of Tractor Parts and Automobile Parts @ 60 MTD by using Iron Scrap @ 75 MTD as raw material under orange category along with requisite documents.
The industry has submitted the completion certificate vide no. PSCST/TFD/109 dated 11.08.2025 issued by PSCST, Chandigarh of Air Pollution Control Device commonly installed with 4 no.new Induction Furnaces each having capacity as 1T/heat as per the technology provided by the Council.The Completion Certificate will be issued after checking the performance of Air Pollution Control Device on operationalization of the unit. This supersedes the earlier provisional completion certificate issued vide our letter no. PSCST/TFD/109 dated 11.08.2025 (SPL No. IND/2023-24/21).
The project proponent has deposited online Rs. 24000/- vide online receipt no. 696213356dated 20.08.2025& Rs. 22000/- vide online receipt no. 406495433 dated 02.01.2026 under the Water Act, 1974 and Rs. 24000/- vide online receipt no. 165443764dated 20.08.2025 & Rs. 22000/- vide online receipt no. 978307275dated 02.01.2026 under the Air Act, 1981, which is adequate upto 31.03.2027 against the fixed assets of Rs. 1999.47 lakh as on 09/07/2025 as per CA certificate dated 12.07.2025 under orange category along with requisite documents submitted by the industry after deduction of penalty fee. As per application form, the date of commissioning August, 2025.
Accordingly, the site was visited by the undersigned on 05.01.2026. During visit, it was observed that:
1. The industry is not in operation.
2. The industry has installed 01 no. submersible pump in its premises as a source of fresh water supply. Water will be used in process & for domestic purposes. Water meter has been installed with line.
3. The process water would be recirculated through cooling tower installed by the industry in its premises as informed by representative of industry.
4. The industry has installed 05 no. of hopper for unloading of sand (01 no. for fresh sand & other are for recycling of sand). The hopper are provided with cyclone separator as APCD over all hopper collectively.
5. The industry has installed 02 no. moulding & decoring Machines for making mould from sand & final product respectively.
6. The industry has installed 04 no. of induction furnaces of capacity 01 TPH each as per the completion certificate provided by PSCST and has obtained completion certificate for all of them.
7. The industry has provided 06 no. pits for storage of Iron scrap. The scrap will be lifted with the help of magnetic lifter for placing the same into furnaces.
8. The industry has installed 01 no. shot blasting machine which is provided with pulse jet bag house filter.
9. As informed by the Representative of industry, no painting process will be carried out in the premises of industry.
10. The industry has installed 01 no. DG set of capacity 140 KVA with canopy & adequate stack height.
11. Interlock tiles have been provided around the movement area & the said work is also in process for providing the same at front entrance portion of industry. However, the area has been stabilized by providing water bound macadam (WBM) course.
12. Representative informed that total 35-50 persons are presently working in the industry & only domestic effluent @ 1.2 KLD approx. is being generated from the industry & the same will be treated through septic tank & further disposed off onto land for plantation after septic tank.
13. Plantation along the boundary is being provided by the industry.
14. The industry has provided room for storage of HW. The Representative was advised to apply for authorization under Hazardous Waste Rules from the Board.
The industry is complying with the conditions of granted consent to establish (NOC) under the Water Act, 1974 and the Air Act, 1981.
In view of the facts mentioned above, may if approved, recommendation be sent to SEE, ZP-1, Patiala to grant fresh consent to operate under provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Tractor Parts and Automobile Parts @ 60 MTD by using Iron Scrap @ 75 MTD as raw materialupto 31.03.2027 with suitable conditions and following special conditions:
1. The industry will operate & maintain its air pollution control device (APCD), regularly and efficiently, so as to achieve the stack emission standards, consistently as prescribed by the Board/ MoEF&CC as amended from time to time.
2. The industry shall comply with the SOPs framed by the PSCST, Chandigarh to operate APCD at all the time.
3. The industry shall use good quality scrap with proper size as raw material at all the times.
4. The industry shall ensure that no black smoke should be emitted from the stack of the industry at any time.
5. The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future.
6. The industry shall not generate and discharge any kind of trade effluent and shall not start wet process in its premises without prior written permission of the Board.
7. The industry shall only discharge only domestic effluent onto land for plantation within its premises, after passing through septic tank.
8. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
9. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
10. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
11. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
