The report/ recommendations of RO has been examined and the following observations needs clarification from the RO before proceeding further which application processing:
A. It is not clearly brought out in the agenda report whether any construction activity was being carried out at the site during the visit.
The RO is requested to clarify:
• Whether any civil construction was in progress at the institute premises at the time of inspection.
• If yes, details of the nature, location, and purpose of such construction.
B. The institute has submitted a layout plan approved by the Chief Town Planner on 26.03.2019 showing specific blocks and floor configurations.
The RO is requested to confirm:
• Whether the existing construction at site is strictly in conformity with the approved layout plan.
• Whether all blocks and floors are as per the sanctioned configuration.
• Whether any additional block(s) or additional floor(s) have been constructed beyond the approved plan.
C. Although a general compliance report has been mentioned, specific condition-wise verification is not detailed.
The RO shall clarify:
• Whether the institute is complying with all conditions imposed in the earlier CTOs under the Water and Air Acts. A brief condition-wise compliance status may be furnished.
D. As per the CTO condition:
“The institute shall provide separate flow meters after STP on channels/pipelines carrying treated effluent for gardening, outlet for back-flushing and discharge into sewer within one month and shall maintain daily record regarding the same.”
The RO is requested to clarify:
• Whether separate flow meters have been installed on all required treated effluent pipelines (gardening, back-flushing, sewer discharge).
• Whether daily records are being maintained and verified during inspection.
• If any deficiency exists, the same may be specifically reported.
E. The report mentions wild growth, waterlogging, and dry patches in the plantation area.
The RO shall clarify:
• Whether plantation has been developed over the entire 7.5-acre area as proposed under Karnal Technology.
• Whether the plantation area is adequate and effective to absorb the treated effluent load being discharged and comment on the technical adequacy of land application vis-à-vis effluent quantity.
• Whether proper arrangements provided for uniform distribution of treated effluent in the plantation area.
F. The institute has stated that its EC application is under process with SEIAA Punjab.
The RO is requested to clarify:
• Whether EC has been applied for any additional blocks, additional floors, or expanded built-up area.
• Whether any construction activity has been undertaken in anticipation of EC approval.
• Whether the present built-up area strictly matches the scope of the EC proposal.
G. The agenda report mentions handling of bio-degradable waste through mechanical composters, however, the mode of disposal of non-biodegradable waste has not been clearly brought out. The RO is requested to clarify:
• The quantity and categories of non-biodegradable solid waste being generated at the institute.
• The authorised agency/vendor engaged for collection and disposal of such waste.
• Whether any agreement, invoices, or disposal records were verified during the inspection.
• Whether the disposal is being carried out as per the applicable Solid Waste Management Rules, 2016.
If approved, the application of the institute be sent back to RO to clarify to the aforementioned observations, before proceeding further with the application processing. |
