File Note: The RO has submitted its detailed report regarding the application of the industry, which is attached with the note of AEE. The RO has recommended that the Consent to Operate earlier granted to the industry under the Water Act, 1974 and the Air Act, 1981 be renewed upto 30.11.2027, subject to all terms & conditions as mentioned in the earlier CTO granted to the project and further additional conditions as under: 1. The industry shall get it’s 3 no. crucible suction hoods certified from PSCST to check it’s adequacy for capturing the secondary emissions. 2. The industry shall submit proposal for segregation of the streams of the trade as well as domestic effluent and ensure the physio-chemical treatment for trade effluent only. 3. The industry shall maintain it’s plantation area with proper ridges and furrows. 4. The industry shall get it’s burnt soil regularly lifted to the authorized firm only. In addition to the note of RO; it is brought out that the Board has issued office order no. 450 dated 08.10.2025 for induction furnace units regarding adoption of secondary emission containment systems, as under: “a) All the induction furnace units shall install / adopt the primary emission control system as per the Standard Operating Procedure circulated by the Board vide letter no. 19830-57 dated 27.06.2018. b) The existing induction furnace units shall adopt any of the following available technologies for the control of secondary emissions: i) Dog house emission containment system. ii) Canopy Hood Containment System iii) Roof top Containment System c) The industry (induction furnace units) has to obtain a design for retro fitting in its existing unit from Punjab State Council for Science and Technology, Chandigarh for the adoption of any one of the technologies mentioned in sub para b) above. d) The Greenfield projects of Induction Furnace Units, however, shall provide Dog House System for containment of Primary as well as Secondary Emissions. e) All the induction Furnace Units shall install the secondary containment system on or before 30.09.2026. f) All the Induction Furnace units shall submit PERT chart for the adoption and completion of the Secondary Emission control system alongwith work order placed with the company with 10% advance of the value of the control system while applying for the consent to operate of the Board.” Further brought out that the industry had been lastly granted Consents to Operate (CTO) earlier granted to it under the provisions of Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/PBIP/SAS/2025/2501949401 dated 18.03.2025 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PBIP/SAS/2025/2501683640 dated 18.03.2025 both having validity upto 31.12.2025 for manufacturing of Finished Castings @ 200 Tonnes/ day, subject to some of the following additional conditions that: 1. The industry shall provide vortex fume hood for the 3 no. old crucibles as installed with new induction furnace so as contain the metal fumes while pouring of metal. 2. The industry shall maintain the plantation area and clear out wild growth causing stagnation of effluent at some places. As per the report of RO; it was noted that the the RO has mentioned the following points in its report: “2. The industry has installed 02 no. induction furnace of capacity 6 T/ heat having 5 no. Crucibles. 3. The industry has installed 02 no Crucibles with electro-therm with cassette type bag filter as APCD alongwith stack height and proper sampling arrangements. 4. The industry has installed 03 no. Crucibles with inducto- therm process out of which 01 is stand by, with cassette type bag filter as APCD alongwith stack height and proper sampling arrangements. 5. The industry has provided vortex fume hood along with suction hood technology with 02 no. electro-thermwhich can capture secondary fumes and the industry has shown the certificate of PSCST for the same. However, the suction hood has been provided with 03 no. inducto-therm crucibles, the industry has yet to obtain design from the PSCST for capturing the secondary emission. 13. The industry has already installed ETP cum STP of capacity 100 KLD based on MBBR technology in two module of capacity 55 KLD & 45 KLD. The waste water being generated from core washing and cooling tower is being mixed with domestic effluent in the ETP cum STP. Further, the area near ETP cum STP needs improvement (plantation belt).” From the above facts, it is brought out that although certain compliance gaps remain, particularly regarding PSCST design approval for secondary emission control on 03 Inducto-therm crucibles and improvement of the green belt near the ETP-cum-STP, the industry has: • Installed functional APCDs with proper stacks and sampling ports, • Obtained PSCST certification for part of the emission control system, • Installed and is operating an ETP-cum-STP of adequate capacity. Further, the Board’s Office Order permits existing induction furnace units to complete secondary emission containment systems up to 30.09.2026. Therefore, denying CTO at this stage may disrupt operations despite ongoing compliance efforts. In consideration of the aforementioned facts; if approved, the renewal of Consents to Operate under the provisions of the Water Act, 1974 and the Air Act, 1981 be granted to the industry upto 30.09.2026, subject to suitable conditions and the following additional conditions that: 1. The industry shall comply with the office order no. 450 darted 08.10.2025 issued by the Board regarding adoption of secondary emission control system by induction furnace units in true letter & spirit. 2. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh for the effective operation of APCD. 3. The industry shall obtain design certification from PSCST, Chandigarh for the suction hood / secondary emission control system for the 03 Inducto-therm crucibles (including standby) and submit the same to the Regional Office within 03 months. 4. The industry shall submit a detailed proposal for segregation of trade effluent and domestic sewage and ensure that physico-chemical treatment is provided only for the trade effluent, within one month. 5. The industry shall improve the plantation belt around the ETP-cum-STP area with proper ridges and furrows to prevent water stagnation and enhance environmental buffering, within 15 days. 6. The industry shall ensure regular lifting and disposal of burnt soil through authorized agencies only and maintain proper records for the same. 7. The industry shall ensure that all APCDs, bag filters, suction hoods, and stacks shall be operated continuously and efficiently, and proper maintenance records shall be kept. 8. The industry shall ensure that no black smoke be emitted from the stack of the industry at any time. 9. The industry shall provide stack monitoring arrangements as per emissions regulations part 3 (1985 series) as per CPCB manual. 10. The industry shall not use any scrap containing Hazardous waste like shockers containing waste oil. 11. The industry shall install night vision high-definition CCTV cameras covering the emissions generating from crucible and shall connect the CCTV cameras with the server of the Punjab Pollution Control Board before 30.09.2026. Also, the industry shall store 3 months recording of the same every time and made available when required to the officers of the Board. Comp.: Hon’ble Chairperson
