1. The AEE/RO's version stating that stack height is calculated solely based on sulphur content is totally wrong.
2. The MOEFCC Notification dated 16.05.2025 clearly mentions that stack height is to be calculated using two formulas: one based on SO2 quantity and the other on PM. In this case, results show considerable PM concentration. Moreover, the notification clearly states that the minimum stack height for boiler furnaces is 11 meters, irrespective of fuel or formula calculation. This minimum height is fixed for natural draft and proper dispersion of other parameters like PM, NOx, SOx, and greenhouse gases like CO2. Even the normalization of sampling results has now been revised considering NOx, SOx, and O2.
3. Further, what formula did the AEE/EE consider while declaring that a 7-meter height is adequate in this case? Some other officer might think that even a 3-meter stack height is good for PNG. It is not the discretion of the AEE/reporting officer when the notification is clear, and the AEE should be advised against such assumptions.
